COUNTY COUNCIL could have to fork out over £1m if it wishes to buy Scolton Manor in Haverfordwest. Scolton Manor is currently


under the ownership of the Welsh Church Act Fund, who brought the property for only £19,000 in 1972. The authority has been looking


at buying Scolton back from the Fund to turn it into a popular tourist attraction. In previous discussions about

the Manor, councillors have questioned the role of the Welsh Church Act Fund and it was agreed that they would be invited to a council meeting. Representatives attended the


Corporate Overview and Scrutiny Committee on Thursday, January 19, to highlight their role and also talk about Scolton Manor. Chris Moore, Director of Corporate Services at


Carmarthenshire County Council, told members that the Fund was divided between Carmarthenshire, Pembrokeshire and Ceredigion County Council. It was set up to support churches,


chapels, charitable organisations and individuals but the criteria have since been broadened to benefit more organisations. Mr Moore went on to give a


current valuation of Scolton Manor - on market value with the vacant property and ignoring improvements made by Pembrokeshire County Council - of £1,100,000. If the council was to pay that


amount, it does not include a list of grants that would also have to be paid back by the council. At a previous meeting of


Cabinet in February 2016, Cllr Elwyn Morse stated that the council had already spent £1.27 million, of which the £556,000 formed the grant elements that Scolton had received. At that meeting, the council


decided it would go ahead with the purchase of Scolton Manor and discussions are still ongoing. Chris Moore said: “If the sale


took place, the capital value would be invested in a more appropriate investment; something along the lines of the income or equity of the investment funds that we’ve got - we would take advice on that - so that it would actually give a higher return than all three authorities gained out of the income on an annual basis. “We wouldn’t be allowed to


spend the capital because the capital is there for the purpose of returning the income.” It was also revealed that


Pembrokeshire County Council holds approximately £345,000 that can be used to benefit a number of organisations across the county.

Town Regeneration Meeting took place earlier this month, on Tuesday, January 17, enabling a number of proposals and possible projects to be discussed by committee members. Reflecting on their Christmas


event held last month, it was agreed that the shopping challenge, whereby shoppers could win a prize – namely an Xbox – by purchasing gifts and items locally, had been successfully organised in a very short time frame. A total of five entry forms were submitted, with shops in the town and the marina having participated. Looking ahead to next year, it was agreed that the challenge needed to be publicised earlier and that all participating shops needed to be given entry forms. It was also suggested that the challenge should run over the course of a week, rather than a day. The committee also discussed how


Milford Haven Business Circle had been approached by Jimmy Jungle, a company looking to bring a circus workshop to Milford Haven. The company had requested sponsorship amounting to £15-20,000. The committee agreed to request more information. Looking ahead to Founders Day


on June 10, Milford Haven Town Council will be running their annual Festivities Week; although it was pointed out that uptake of the events


had been poor last year. With this in mind, it was decided to try and attract more organisations to deliver events as part of Festivities Week, starting with Founders Day and ending with the Civic Service during which Cllr Colin Sharp will become Mayor. This month’s meeting also


saw Cllr William Elliot voted in as Committee Chair for 2017. Lee Bridges will continue as Vice Chair. The committee would later thank Byron Jenkins of the Milford Haven Business Circle for his work as Chair of the group during 2016. Sinead Henehan of Pembrokeshire


County Council (PCC) also updated committee members that PCC’s town centre masterplan is progressing well. She will be inviting the Chair and Vice Chair to join the group assessing the tenders and will arrange a further meeting with Pembrokeshire’s town teams to discuss other masterplans. The committee went on to ask


Sinead about what is being done with regard to the Motorworld building on Charles Street and if the idea of a plaza is being considered. Sinead informed members that she would be in touch via email to respond to their query. The next Milford Haven Town


Regeneration Meeting will take place on February 15 from 6pm-8pm at the Port of Milford Haven, Gorsewood Drive.
