11.2 | Disability Living Allowance (Personal Independence Payments)
In November 2015, there were approximately 4,000 Disability Living Allowance (DLA) claimants in East Renfrewshire. Around 55 per cent of these claimants (2,200 people) are of working age (16-64 years old) whilst under 16’s and those aged 65+ make up 14 per cent and 31 per cent of DLA claimants respectively.
Fifty-seven per cent of DLA claimants aged 16-64 (1,260 people) also receive an out of work benefit, mainly Employment Support Allowance.
Under the Welfare Reform changes, more than 2,000 residents in East Renfrewshire claiming DLA will be affected by the change from DLA to Personal Independence Payments by 2018. Those who are also in receipt of an out of work benefit will also be affected by the roll out of Universal Credit.
11.3 | Children in low income households
According to the latest figures which relate to August 2013, there were 1,695 children in East Renfrewshire (8.6 per cent) living in low income households (below 60 per cent of national median income relative to household size and type). Seventy-five per cent of this group lived in a household headed by a lone parent. Only 22.5 per cent of all families with dependent children in East Renfrewshire are headed by a lone parent.
East Renfrewshire has one of the lowest proportions of children living in low income households when compared with all other local authorities in Scotland; ranking 4th of 32. The Shetland Islands recorded 6.5 per cent of children living in low income households whilst Glasgow City recorded Scotland’s highest levels of children living in low income households at 29.3 per cent.
In East Renfrewshire, 78 per cent of children living in low income households are part of households who are in receipt of Income Support or Jobseekers Allowance payments. A further 5 per cent of children live in a working household with a low income which is in receipt of Working Tax Credits.
