The graph above shows the increasing trend in the number of 3 and 4 year old children attending Council and partnership providers early learning and childcare facilities over the past 7 years, an increase of 13 per cent. Since April 2002, councils have had a duty to secure a funded part-time early learning and childcare place for every 3 and 4 year old whose parents wish it. A place is generally either 5 mornings or 5 afternoons. In 2015, approx. 10 per cent of the early learning and childcare provision was commissioned to partnership providers. Partnership providers consist of voluntary and private nurseries that offer early learning and childcare and have been commissioned and registered by East Renfrewshire Council to provide funded places.
