Cypress County is an amazing place to live, work and play. Despite the economic downturn we continue to have many opportunities. County Council has increased the per capita recreation grant provided to the respective communities. The County will be conducting a study of all current facilities within the County. The County hopes to identify the needs of individual communities and build a long term plan to help communities maintain and enhance current facilities.
Last year, despite facing the prospects of a county wide drought, yields remained constant from previous years. The County has been actively defending the interests of our ratepayers. Recently the County put forward a motion that counties need to be actively involved in the development of regulations governing Bill 6.
The County has increased its funding of supports for people who need counselling or other associated support services. This includes the Prairie Rose School Division’s Family Liaison workers, Medicine Hat Family Counselling services, the Early Childhood Coalition, Whispering Hills Camp and the Medicine Hat Food Bank. This was as a result of the province increasing funding.
In addition the County is looking into the future and mapping the future direction for fire services. The Fire Master Plan was last updated in 2002, this is a real opportunity for the County to closely examine our Fire Service capacity. We have retained a company to look at our current service levels and how to best respond to future demands and pressures. The County will develop opportunities for the public to be involved in providing feedback on the future direction of the service. The Fire Master Plan will look at our resource inventories, our response capacities and make recommendations for both current and future service levels. I personally would like to take this opportunity to thank the hundreds of volunteer firefighters who sacrifice time with their families to respond to the many emergencies that occur across the County.
New housing construction is well underway in the latest subdivision phase of Dunmore which is located to the east of the Eagle Butte High

School. In Desert Blume, the infrastructure and utility services have been installed by the developer in the newest phase at the far south end of the hamlet. The streets and sidewalks are to be completed this spring. The County will then have to inspect the newly installed infrastructure for acceptance before any development permits can be issued for new houses.
The Tri-Area Intermunicipal Development Plan between the County, Redcliff, and Medicine Hat is currently being reviewed for updates. The three municipalities are working very co-operatively on the updated document that will have to be adopted jointly by each of the municipalities later this year.
With the transfer of an existing water license to the Dunmore water gate in late 2015, there is now water available to allow for unrestricted development to occur in Dunmore, Irvine, and Walsh for the first time since 2008.
As identified, despite the economic downturn, development in 2015 was comparable to previous years. While new construction for industrial purposes has been steadily decreasing, commercial development has been steadily increasing. Construction for new homes has been on the rise. There have been a number of development inquiries for 2016 and it is anticipated that 2016 will be similar to 2015. The new regional waterline to Irvine and Walsh will enhance a better quality of life in the County. Construction on the 48 km regional line began in May 2014 and was completed in February 2016. Included were upgrades to existing buildings with modern technology, new pumping stations with increased water storage and treatment. Truck fill stations were installed at the new Dunmore and Irvine plants to provide a better service to all users.
The County has been actively pursuing a number of economic opportunities. In the next number of months there will be a number of announcements pertaining to these opportunities.
