Crime report The gate at a stables in Horns Lane, Mereworth had been forced, causing criminal damage.A white Transit van had been stolen from a farm in Oam. PCSO Callum Boyd explained that he and PCSO Ross McMillan would be looking after Snodland and seven other villages. The PCSOs would try to visit the villages as much as they can. Seven Mile Lane KCC had advised that it would arrange for the redundant post to be removed. The traffic schemes engineer had assured the parish council that the recent stage 3 road safety auditwas carried out independently of the design team and that therewas no bias in the conclusions of the audit team.A stage 4 safety audit would be carried out in about 12-18 months and would be conducted by a different team and items such as road markings would be reviewed. Parking plan Members considered preliminary proposals for a local parking plan at the junction of Millhouse Lane/Troiscliffe Road/Park Road. They would like to see the proposed parking restrictions extended further along Park Road up to Church Fields. Heart of Kent Hospice Members resolved to make a donation of £250 towards the hospice’s care at home team. Pre-fabs An appeal by the owner of the pre-fabs at East Street North against planning enforcement notices from Tonbridge and Malling Council had been lodged and a public inquiry was scheduled for November 24 at the Civic Suite, Gibson Buildings, Kings Hill. St Vincent’s Lane The clerkwas asked to check that all the hedges belonging to private properties that were obscuring visibility had now been cut. Fallen treeA fallen tree on the footpath opposite the village hall car park had been reported to the public rights ofway officer. In the past, Hansons had helped with such an issue. Members hoped the new owners of the quarry would be willing to assist. Resigned Jacqueline Grey had resigned from the parish council. Award Chay MacDonald-Gay, a local youngster, was due to receive an award on October 11 at Lord’s Cricket ground for being a Young Leader.


Birling


Police PCSO Laura Bullenwas resigning to take up a new post outside Kent Police. PCSO Callum Boydwas taking over her area in addition to his current commitments at Snodland and would be supported by PCSO Ross McMillan. Defibrillator The defibrillator had been received and Adrian Legg had a quote from Andy Payne for £70 plus Vat for the electrical work and for £120 plus Vat to include fiing the machine. Itwas felt not necessary to obtain further quotes and that the installation of the machine should be done as soon as possible. Roads The clerk had reported the blocked signs opposite 85 Birling/Ryarsh Road and some vegetation had been cut back on the Ryarsh side but the sign still could not be seen. The clerk had asked Kent Highway Services to have the work done properly and had also asked for the 30mph sign in Snodland Road to be cleared and for the road marking there to be refreshed.


40 Malling October 2015 Kings Hill


Broadband provisionA new rollout programmewas underway which would improve provision in Kate Reed Wood. Sports park Itwas previously agreed that borough councillors would request time frames and triggers for development of the phase three section 106 obligations at their meeting with the borough planning officer. An update would be given in the future. Public session The proposal for the church developmentwas discussed and residents’ concerns regarding the relocation of the tennis courtswere highlighted. Mr Wooding-Jones, the project manager appointed by the Diocese of Rochester, confirmed that residents would be surveyed on their views. Itwas confirmed that no planning application had currently been submied and no community consultation had yet taken place. Phase three The retirement provision in phase three was discussed. Itwas hoped that the developer now intended to consult with the parish council on the next tranche of phase three. LordsWalk An update on LordsWalk was given to KCC Cllr Mahew Balfour. Itwas agreed that a meeting between KCC and the residents of LordsWalk and phase one regarding ongoing maintenance issues could be facilitated. Local plan Details of the process for the next stage of the local planwere reported and a map of the sites offered for development discussed.A large area of land next to Kings Hillwas included on the map and grave concernswere raised regarding the impact of future development of this site. Library The cabinet member for education and health reform would be approached for future plans for use of the library payment to benefit Kings Hill residents. The library contribution from phase two had been revoked and clarification of this would be sought. New school The opening of the new primary schoolwas noted. The head teacher would be approached to request a meeting regarding potential highway issues.


Pre-school The pre-school had submied draft plans for an extension. Itwas resolved that a meeting would be arranged to discuss this. Water pressure Problems with thewater pressure at the Sports Park were reported and discussed.


Oam


Police PCSO Callum Boyd introduced himself. Together with his colleague, he covers the seven Downs villages and Snodland. Speeding Villagers remained concerned about speeding through the village and careless driving through the No Entry sign at North Meadow, particularly at school time. Farm traffic Several villagers aended to seek help regarding the problem of farm traffic and a number of incidents in which property had been damagedwere discussed. The parish chairman would speak to the farm to try and find a solution. SpeedWatch New volunteers for Speedwatchwere also sought and anyone interested should contact the parish council.


Ryarsh


PCSO Laura Bullen had left Kent Police and been replaced by PCSO Callum Boyd. Brickworks The road to the Brickworks sitewas being moved so that a number of houses had meaningful gardens. It had been intended to cut the cliff away to provide gardens for these houses but this could not be done. Concernwas raised about some protected trees whichwere outside the boundary on Old School Lane. These treeswere not shown on the plan and itwas not known how the house on the boundary could be built without removing the trees. The chairman would look into this and the maer had already been raised with borough Cllr Mahew Balfour. BT Adopt a Kiosk The clerk had sought advice from Kent Association of Local Councils (Kalc) before the parish council entered into the contract to purchase the kiosk from BT. Villagers could get involved with suggestions about how to use the kiosk and power could be switched on for lights or a defibrillator. The parish council would have to maintain the kiosk but would not own the land underneath. The clerk would circulate Kalc’s advice, and that of any other villages who had adopted a kiosk, and if councillors agreed, a cheque would be signed for £1 and the contract returned before the next meeting. Public forum Therewas a discussion about drainage on the Workhouse Quarry site and an agreement that the restoration work looked good. Drain cover The drain cover by Moonfields was still raling despite being replaced twoweeks earlier. Kent Highway Services had been to inspect it and it did not rale when a member of staff drove over it slowly, but it could be heard when cars drive over it, for example at school time. Speed sign The 30mph repeater outside Ryarsh House on The Street had been hit by a car.


Troiscliffe


Police PCSO Laura Bullen had left Kent Police. PCSOs Callum Boyd and Ross McMillan, in addition to looking after Snodland, would now be looking after Troiscliffe. Members expressed concern about how much time the PCSOs would be able to devote to Troiscliffe. Crime reportA bicycle had been stolen from a possibly insecure vehicle parked on the drive of a property in Aldon Lane. Toolswere stolen from an open barn in Addington lane, Troiscliffe.A garage was broken into in London Road, Ryarsh and golf equipmentwas stolen. Defibrillator Cllr Trevor Ledamun had now received the correct case for the defibrillator and hoped to meet with the village hall electrician soon to discuss the installation. Itwas hoped that the defibrillator could be stored on the external wall of the disabled toilet so that the necessary power could be taken from a socket within this room. Meetings Itwas resolved to continue to hold parish council meetings on the first Thursday of each month except in January andAugust when none are held.
