Generation of Contracts FLOORING IN SFA


Preparing for the Next


Preparations for the next generation of infrastructure contracts continue, including the National Housing Prime (NHP) contract which is expected to begin in the latter half of 2014 and provide maintenance and other services for SFAs in the UK.


T


he procurement team are keen to engage with the bidding contractors and for interested parties to


understand the requirements and work out solutions to ensure the best contract, the best value for Defence and to establish the best service for occupants.


One of the planned changes is the way in which carpets and vinyl floor coverings are provided and maintained. At the moment maintenance of flooring is under separate procedure. It is acknowledged this isn’t the most efficient system so the new National Housing Prime contractor will be asked to procure floor coverings through its own supply chain, thereby increasing availability and potentially speeding up the process.


A condition of the new contract for floor coverings is that all contractor supplied items must be the same or better specification than those in place at the moment. In a recent demonstration each of the three NHP bidders demonstrated the installation of carpets and vinyl in a typical house (two in England and one in Scotland) to which representatives from DIO, the Top Level Budget holders and the Families Federations were invited to attend.


Those in the bidding process were also asked to demonstrate carpet cleaning and repair services, including dealing with several everyday, but difficult stains and repairing examples of common problems including tears and burns.


The carpets provided by the new contractor will come with an industrial cleaning and repair service, allowing stain removal and repairs to be carried out. It is hoped this will reduce charges at Move-Out and

provide an improved standard of floor coverings at Move-In. All NHP tenders also plan to offer a discounted repair and cleaning service to SFA occupants.


The NHP contract will be rolled out in a phased programme from mid 2014, the process will start in Scotland and Northern


Ireland and be followed by the central region, south east and south west.


Whilst these improvements will not come into effect until at least the end of 2014, this important work is building the foundation for better customer service, continuity of supply and better value for money. 
