Last year the X-Factor was reviewed, so this year we asked for people’s reacti on to the 0.5% increase subsequently announced. Some 14% of respondents were sati sfi ed with the rise, whilst 60% were dissati sfi ed. A quarter of those who are commissioned were sati sfi ed with the rise (See Figure 3) but the level of sati sfacti on amongst the non-commissioned cadre was much less.

“I am currently serving in an industry post and have seen my civilian counterparts’ pay increase for the last three years unti l they are now earning in excess of my salary. This makes a mockery of the X-Factor which is ‘a pensionable additi on to pay that recognises the special conditi ons of service experienced by members of the Armed Forces compared with civilian employment’. Public pay restraint may be called for. However when this is not refl ected in the private sector there is no incenti ve to remain a member of HM forces.
