Overview The latest legislation for the Italian market was in 2010 when the country opened its doors to VLTs and changed the market. There is a provision for a total of 56,000 VLTs and to date there is around 16,000 currently operating in the market. The revenue made from VLTs in 2009 was €850m from the network providers. The number of machines permitted per coffee shop, bar and restaurant is between one and four depending on surface space. Betting shops can have a maximum of 24 units, bingo halls 75 units maximum and arcades are permitted one AWP per 5sq.m. Meanwhile VLT halls are allowed 30 VLTs per 50-100sq.m, 70 VLTs for 101-300sq.m and 150 VLTs for 301sq.m and above. Licensing fees are €15,000 for VLTs whilst AWP tax is 12.6 per cent of income. Tax for VLTs is 2% of total bets rising to 3% in 2012 and 4% in 2013.
Gaming machines represent some 52 per cent of the market share followed by lotteries at 15 per cent and casinos with 3 per cent. In 2010 the state collected more than €61.4bn in the public games sector, an increase of 13 per cent on the previous year and almost 4% of GDP. During the first eight months of 2011 the state saw a total of €55.2bn collected.
