ELVING GARCIA

In his current role as program manager for new product development projects, Elving Garcia provides program management direction and support for Texas Instruments’ (TI) Drivers and Load Switch (DLS) product line in the company’s Standard Linear and Logic (SLL) business unit. He leads development teams to successful deployment of new product solutions for the DLS product line. In his previous position, as a product development engineering manager he managed the product development engineering section for TI’s Standard Linear & Logic (SLL) business unit. Garcia is responsible for guiding teams through uncertain project situations, and helping to make the best decisions for successful results. He also serves as the primary contact for project development activities.

Garcia earned a master’s of science in engineering management (MSEM) from Southern Methodist University in 1999.

INMACULADA (CONCHITA) ROMERO

Conchita Romero is the Houston Information Technology Manager for Texas Instruments. In this role, she provides on-site coordination of all Houston site IT Services activities. Her responsibilities include managing TI Houston’s Manufacturing IT organiza- tion and cost centers by providing systems application support, decision

support and IT infrastructure support for the company’s HFAB, HBUMP and HTF organization.

Between 2005 and 2008, Romero developed and imple- mented numerous IT improvement projects that enabled the company’s Houston manufacturing organization to realize a project gain of nearly $13 million dollars. She also reduced IT manufacturing costs by 14% between 2004 and 2008, by implementing effective infrastructure and personnel changes that continue to drive cost savings today. From 2005 to 2008, she improved IT project productivity by 45 percent by work- ing to continuously improve her team’s individual skill sets and increase re-usage and standard methodologies/code.

FIDEL MARQUEZ

Fidel Marquez, Senior Vice President of Customer Operations at ComEd, an Exelon company, is responsible for overseeing all customer support functions. Prior to his current appointment, Marquez served as Vice President of External Affairs and

Large Customer Services. In that role, Marquez was respon- sible for overall leadership and relationship management with the City of Chicago and over 400 municipalities in northern Illinois, as well as community and civic organizations within the ComEd service territory. This included advocating on behalf of ComEd on policy, service, and other issues.

Marquez received his MBA from Northwestern University. He also received a master’s in electrical engineering from the Illinois Institute of Technology. Marquez is a member of the Board of Trustees for BUILD, Inc; the Illinois Math and Science Academy; the National Museum of Mexican Art; Luna Negra Dance Theater; and Easter Seals of Metropolitan Chicago. He is also on the Development Committee of the Chicago Family Health Center.

DAVID R. PEREZ

As Vice President of Work Management & New Business at ComEd, an Exelon company, David R. Perez, who has more than 14 years experience in the energy industry, is respon- sible for the company’s work management team and new business group. Prior to being appointed to his current position, he held

several managerial positions within the company in the areas of construction, maintenance, operations and technical investigations.

In 2006, Perez was selected by the editors of Crain’s Chicago Business for its prestigious annual “40 Under 40” list. In 2007, he became a Fellow of Leadership Greater Chicago, a civic training organization dedicated to exposing area executives to local challenges and helping to provide them with the skills needed to make a difference in the community.

GEORGE ELIAS

George Elias is a program manager, Intergrated Elec- tronic Warfare Systems, at ITT Electronic Systems. He is responsible for cost, scheduling, risk assessment and quality control over all aspects of the program. Elias has led multiple committees to create systems engineering processes for

measurement, engineering trade-offs, and requirements engineering. He was instrumental in introducing the use of SysML (Systems Modeling Language) for the design of Electronic Warfare Systems at ITT Electronic Systems. Elias leads over 400 employees and is responsible for annual sales greater than $100 million.

Elias earned a master’s certificate in project management and master of science degree in computer science from Stevens Institute of Technology, where he is currently pursuing a doctorate in systems engineering. He is a co-founder of ERASE (End Racism And Sexism Everywhere).
