Code defines a common carrier. A new, revised T-4 form, effective March 1, 2015, requires pipeline op- erators that claim common carrier status to confi rm their knowledge of eminent domain provisions in Chapter 21 of the Texas Property Code, and the Texas Landowner’s Bill of Rights. The Texas Railroad Commission
approves the majority of these ap- plications.
