AOC’s goal of One Team, One Mission is intended to foster a culture of learning, sharing, cooperation and teamwork that improves efficiency and effectiveness throughout AOC. Under this goal, AOC has defined three strategic objectives: cultivate an organizational culture of learning, sharing and support; utilize AOC resources efficiently; and collaboratively develop and implement standardized processes, policies and programs.

Collaboration across the organization and between jurisdic- tions has allowed AOC to improve efficiency and reduce costs in FY 2014. The selected key indicator for this goal demonstrates AOC’s efforts to make the organization more efficient and manage its need for overtime. Overtime usage is an indicator of AOC’s ability to use resources efficiently. Each year, AOC attempts to reduce overtime usage over the previous year. As shown in Table 7, in FY 2014, AOC incurred approximately 128,000 hours. Although AOC did not meet its FY 2014 target, the long-term trend is favorable—since FY 2009, AOC has managed to reduce its
