Master Plan Security Design, Saudi Arabia
Control Risks was engaged by the client to provide security consultancy support on the master plan and concept phases of a mixed use development, including:
1. Review of security aspects of the concept by specialist Security Design Consultants.
2. Threat Assessment – working with the client to understand the organisational and security arrangements for the project.
Drawing on the findings of the Threat Assessment, Control Risks provided the client with a high level treatment strategy and a recommended approach to security management in order to address identified threats and threat events.
3. Security Concept Design based on the project threat assessment. Control Risks used a multi-layered security methodology to protect business assets, staff and visitors, to provide a safe and secure environment for persons using the development.
The Security Concept Design considered:
- Relevant security standards - Risk treatment options produced as part of the threat assessment stage
- Review of existing project design documentation including the final selected architectural concept plans

Integration study including technological integration and monitoring of systems, including but not limited to: CCTV, Access Control, Intruder Detection, Screening, Guard Tour and Command and Control Room
- Vehicle and pedestrian access to the site/building, considering access for staff, visitors, VIP’s and contractors
- Layers of protection in terms of perimeter, access control, intruder detection, sensitive and operational areas and CCTV surveillance
As Saudi Arabia pursues it’s strategy to build a diversified knowledge-based economy, it’s development will involve successful delivery of a wide range of complex, technically demanding, large-scale mega-projects: new cities, new metropolitan development zones, new universities and knowledge centres, financial and economic hubs, railways, ports and airports.
