Democrats’ New Election Partner: Federal Government
It’s working directly with left-wing advocacy groups to boost voter turnout and help Biden win reelection.

he federal government under Joe Biden is as slip- shod and dilatory in fulfill- ing its mission as govern-
ment usually is, except in one key area — mobilizing federal resources to get more people to vote this November and keep Biden in power. In February, Vice President Kama-
la Harris announced a “four-part strat- egy” to use the full force of the federal government to create a voter turnout operation aimed at helping Biden’s reelection. Exactly how much this endeavor
will cost taxpayers appears to be a closely guarded secret. In just one egregious example, the
Biden Education Department will use college work-study funds to pay stu- dents for “get-out-the-vote activities, voter registration, or serving as a poll worker.” In many cases, the Biden folks are
simply flouting the law by creating their turnout machine. This, despite a 2022 letter from
the Education Department making it clear that federal work-study funds “cannot be used . . . for work involving partisan or nonpartisan political activ- ity, including party-affiliated voter registration activities.” Now, the agency claims it misread
the law, conveniently allowing it to hire an army of college students using taxpayer dollars to get out the vote. The Education Department is also suggesting universities provide drop box locations and early-voting sites for students, the vast majority of whom vote for Democrats. The Department of Homeland

Security will itself register voters dur- ing naturalization ceremonies, some- thing private groups used to do. All of the Social Security Adminis-
tration’s 1,200 offices and all national parks will display signs urging voter registration. Federal agencies, including the Department of Agriculture, are also working directly with left-wing advo- cacy groups to boost voter turnout as part of a 2021 Biden executive order. Demos, a nonprofit public policy organization closely aligned with Sen. Elizabeth Warren of Massachusetts, was intimately involved in draft- ing Biden’s Executive Order 14019, according to federal records obtained by The Heritage Foundation.
Biden’s order “follows the same
strategy” contained in a Demos policy paper, and former Demos executives seeded throughout the Biden admin- istration are implementing that order. The Biden executive order directs
every one of the 600 existing federal agencies to register and mobilize vot- ers — particularly “people of color” and others the White House says face “challenges to exercise their funda- mental right to vote.” It further directs the agencies to collaborate with ostensibly nonparti- san nonprofits — which in reality are a politicized stew of progressive, labor, and identity-focused groups. A recent report by a coalition of
those groups concluded: “We estimate that, if these (federal) agencies inte- grate a high-quality voter registration opportunity for the people they serve, as recommended in this report, they
