he first snow has fallen in Brussels. A reminder of the holiday season to come adds to the pressure to get things done. No surprise that agendas and cafes are packed with meetings. And, news is spreading fast


of a big potential European Commission decision: The closure of all pending infringement cases against EU Member State gambling regulations.


The Big News


n the last edition, I mentioned that there were rumours of the closure of infringement cases related to gambling regulation. Apparently, it is


only a matter of time now, and it seems that it is not a matter of some, but all, yes, all infringement cases. Countries that were subject to these cases include


Belgium, Czech Republic, Lithuania, Poland, Romania and Sweden. This is not good news for operators who have been looking to use the European Commission to liberalise national gambling markets, or steer regulatory conditions in their direction. My contacts have told me that the reasoning behind the European Commission’s decision is that it is not a current compliance priority. The decision is still not confirmed at this point as the 28 European Commissioners have to approve this during their College meeting. The closest possible date for this: 7 December. But, even if closed, this does not mean that EU institutions would be excluded from how national gambling regulation evolves. The Court of Justice of the EU can still receive requests for preliminary rulings from national courts; another favourite
