AN ONLINE “e-petition” launched by the National Asso ciation of Estate Agents (NAEA) against Home Infor mation Packs (HIPs) has received an overwhelming response, having attracted more than 2,500 signatures
just 24 hours after being announced. With estate agents demon strating strong feeling against the current HIP proposals, which are due to come into effect on June 1 St this year, the NAEA is now asking con sumers to give their backing to the petition. Registered on the 10 Down

about the Home Information Pack legislation and the likely effect on the housing market and the economy. The Associa tion calls for the relevant sec tion of the Housing Act to be repealed and asks the Govern ment to discuss more relevant ways of improving the house buying and selling process. With over 2,500 respondents

What size deposit required? Generally, most buy to let lenders require a 15% deposit, although some lenders will now accept 13% (Northern Rock) or 11% (GMAC RFC). The trade off is that they generally charge a high er interest rate or larger arrangement fee to offset the lower deposit require
ment. The size of the rental income from the
property will also affect the size of deposit. If only a low rental income is achievable, a bigger deposit may be required, although this will vary from
lender to lender. Do I have to have a mortgage
already? Most buy to let lenders will not accept First Time Buyers - in other words someone who does not already own a property either with or without a mort gage. However, one of the biggest buy to let lenders - Mortgage Express - is happy to do so.
Do I have to prove my income and is there a minimum level of income required? BM Solutions, GMAC RFC and Mort gage Express do not generally need any proof of income, as the rental income stated on the application is more important to them. However, other lenders like Northern Rock do require proof of income above a Loan to Valuation ratio of 75%. -Some lenders have a minimum income
requirement of £10,000, although GMAC RFC has no such criterion, as long'as the clients are already home- owners, or at the very least named on a residential mortgage.
What does the rental income have to be? This very much depends on the lender and the scheme that you choose. For example, GMAC RFC works on the Mortgage Amount x Bank Base Rate+1% /1 2 x100, 110 or 125% dependant on deal taken. As a rule, the arrangement fee is higher for the more lenient rental assessments. As ever, I would strongly suggest that you speak with a mortgage adviser who can help you to calculate this.

Advice on offer for flood risk properties
FOLLOWING the issue of more than 40 flood warnings across the country by the Environment Agency this month, the National Associa tion of Estate Agents (NAEA) is offering advice lo anyone considering buying property in a flood risk area. Currently, around 10% of
the UK population lives in a flood risk area. Peter Bolton King, Chief Executive at the NAEA, said: “Being in a flood risk area does not necessarily mean your home will be flood ed. There are many contribut ing factors that all need to occur at the same time, and sometimes this might happen only once every 50 years or so. You can check an area’s flood risk through the Envi ronment Agency, which has created a map to give an overall assessment of the risks to homes from swollen rivers and coastal areas prone to flooding. ‘The data has given devel
opers, home buyers and insurers a better understand ing of the risks attached to specific properties and flood prone areas. “The flood map takes into
account whether houses are low, moderate or high risk. Commonly, flood insurance cover is provided as normal for the first two categories. “However, it you reside in a
‘significant risk’ area you may have to negotiate special terms with an insurance com pany to access cover. “If you are thinking of buy
ing a home in a flood risk area, speak to the existing owners about the flood histo ry and carry out a thorough survey. It is also advisable to ask the seller who provides their home insurance - it saves time to have prior knowledge of a lender willing to insure you in your new location.”
