as leader of Ribble. Valley Borough Coun cil.
He urged residents in the rural borough to say a resounding “No” in next October’s ref- ' erendum on the Government’s proposals for a North West Regional Assembly. Ribble Valley Borough Council put for
,
ward two options to the Boundary Commit tee for England following" an emergency meeting in July. One was an enlarged Ribble Valley Uni
tary Authority and the other a merger with Hyndburn. . Coun. Holtom said: “From readingithe
Boundary Committee’s report it seems both of these ideas were favourably acknowledged. However, neither of them has been chosen, which is disappointing.” Ribble Valley residents taking part in the
referendum will be asked to choose between: • a single unitary authority based on
existing Lancashire County Council bound aries • an East Lancashire Unitary Authority'
with 510,000 residents, comprising Black burn with Darwen, Burnley, Hyndburn, Pen
dle, Ribble Valley and most of Rossendale • or a Blackbum-Ribble Unitary Authori-
. ty with 273,000 residents, comprising Black burn with Darwen, Hyndburn and Ribble
Valley. Coun. Holtom continued: “I am concerned
that none of these options will fully meet the needs of Ribble Valley.
• i “The countywide option is particularly _
surprising, as it will create a recycled Lan cashire County Council. The other two options could see Ribble Valley dominated by at least one powerful neighbour. “Ribble Valley is somewhat different to
other Lancashire boroughs in that it is the largest geographical area in the county with the smallest population at 54,000.. “It serves a diverse rural and semi-rural,, community whose needs may not be met by a
large or remote body.” Members of the public and official bodies
have until February 23rd, 2004, to respond to the proposals, but they could reject all three by voting against any regional assembly in next October’s referendum. Coun. Holtom added: “Only a resounding
‘No’ to regional government can prevent these changes taking place. I think it’s going to be a close call and I am urging everyone to get out and vote next October.”

A TEENAGE soldier who embedded an Army-issue pickaxe into his platoon leader’s head has been cleared of attempted mur der. But a judge a t Bristol
Crown Court warned 18- year-old Private Grant Keny on, of Blackburn, that he still faces a custodial sentence
af ter admitting a lesser charge. The victim, Clitheroe father-
of-one Lance Corporal Konrad Bisping, sustained horrific injuries that put an end to his promising Army career and left him suffering from epilepsy and agoraphobia. Kenyon had previously pleaded guilty to causing griev ous bodily harm with intent, admitting that he swung the pickaxe at L/Cpl Bisping’s head, but claiming he had not intended to kill him. L/Cpl Bisping (27), whose
family lives in Henthorn Close, Clitheroe, was serving in the First Battalion the Queen’s Lancashire Regiment, based in Catterick, North Yorkshire, at the time of the incident. He was leading a platoon on
an exercise on Salisbury Plain in preparation for possible war with Iraq. Kenyon, then aged 17, hurt
his ankle and began lagging behind during an attacking move. L/Cpl Bisping dropped back to remonstrate with him,

MEMBERS and guests of the Old Clithero- nians’ Association have met at their annual dinner. The event was attended by Ribble Valley
MP Mr Nigel Evans, the Mayor and May oress of the Ribble Valley, Coun. Alan Yearing and Mrs Susan Yearing, and the Mayor and Mayoress of Clitheroe, Coun. Joan Knight and Mrs Helen Ashworth. At the formal evening, held at the Stirk
A 0
House Hotel, outgoing President Mr John Pye handed the office to Mr Malcolm Black burnMBE, who will be President of the asso ciation during the school’s 450th anniversary year. As such he will be helping plan a number of celebratory functions with the school. Formal speeches followed dinner and the head of CRGS, Mr Stuart Holt, reported on
the school year. Other guests among the 141 at the event included the chairman of gover nors Canon Dearden, the president of CRGS Old Girls’ Association Cynthia Sharpe, head boy Xavier Riley and head girl Nafeesa Shah. Secretary Mr Chris Wood explained the Old
Clitheronians’ Association was made up of the alumni - the Old Boys of the school - and dated back to the 1920s. He said that the
internet site Friends Reunited had kindled some interest in ex-pupils, which was adding to the association’s numbers. Our picture shows the Mayors, members of
the Old Clitheronians’ Association and some of their guests gathered before the annual din ner. (A141103/1)

Moor and Waddington have been expressing their dismay at plans to increase the cur rent number of caravans sited at Shireburne Caravan Park at Edisford by 71 units, plus a new reception building, shop, and recreational areas. They have given a variety
of reasons for their opposi tion, which is based on what they say is excessive develop ment in a rural area, and which will exacerbate traffic and access problems, put extra strain on services such
as power, sewage, water and refuse collection, and will be visually intrusive. Low Moor resident Mrs D.
Parkinson has written to the council, MP Mr Nigel Evans and the county’s police traffic department protesting at the plans. She said: “This is tan tamount to building another village in the area on green belt land. Shirley Stanley have added their letter of protest, which
