SINGAPORE-HONG KONG DIALOGUE ABOUT ENERGY COOPERATION TO BE HELD NEXT OCTOBER Singapore, June 2021


The Energy Market Authority of Singapore (EMA) and the Electrical and Mechanical Services Department (EMSD) of Hong Kong, China, recently held their inaugural bilateral workshop to strengthen knowledge sharing and energy cooperation between the two energy regulatory agencies. Both regulators will continue their discussions at a bilateral dialogue to be held at the side-lines of the Singapore International Energy Week 2021 from 25 to 29 October 2021.


This bilateral exchange follows the signing of a Memorandum of Understanding (MoU) on Energy Cooperation between EMA and EMSD at the Singapore International Energy Week (SIEW) in October last year. Both regulators exchanged views on liquified natural gas and hydrogen developments in their respective markets.

PETRONAS AWARDS LIMBAYONG DEEPWATER EPCIC CONTRACT TO TECHNIPFMC Kuala Lumpur, June 2021


PETRONAS Carigali Sdn Bhd (PCSB) has awarded the engineering, procurement, construction, installation and commissioning contract for subsea production system, umbilical, riser and flowline (SURF) for its Limbayong Deepwater Development Project to FMC Wellhead Equipment Sdn Bhd, a subsidiary of TechnipFMC.


A virtual signing ceremony was held on 1 June 2021 to commemorate the award of the contract. PETRONAS was represented, among others, by its Executive Vice President and CEO of Upstream Adif Zulkifli, and TechnipFMC was represented, among others, by its Chairman and CEO Doug Pferdehirt.

Zulkifli said, “The Limbayong project is aligned with PETRONAS’ three-pronged growth strategy to expand our resource base. We hope the project, which is PCSB’s first deepwater development undertaking in Malaysia, will give confidence and invite potential investors to collaborate further in maturing the country’s deepwater resources. Apart from monetisation, Limbayong will be a platform to enhance our internal capabilities in preparing for the next deepwater projects not only in Sabah but also in other regions.”


Limbayong is an oil and non-associated gas field located 120 kilometres offshore Sabah in water depths of between 900 and 1,200 metres. The field consists of 10 deepwater wells which tie back to the project’s floating production storage and offloading unit while the subsea system is made up of SURF.


Eric Pang, Managing Director of EMSD, said, “The government is updating the Hong Kong’s Climate Action Plan to set out the roadmap for carbon neutrality before 2050. EMSD is looking forward to introducing the new roadmap for carbon neutrality, sharing the new low-carbon technologies, and working together with EMA along our shared vision in advancing towards a low-carbon society, and for a Green and sustainable future for generations to come.”


SIEW 2021 will take place in October as a hybrid event, with both onsite and online streaming elements designed for participants in Singapore and overseas.


The agenda is to move towards a low carbon energy future with increased electrification, digitalisation and innovative technologies, as well as connect government and industries to create business opportunities and Green jobs; support infrastructure investment; and enhance energy resilience.
