Solution for Hong Kong’s challenges in meeting the 2050 carbon neutral target and enabling our new and existing buildings to meet standards necessary to reduce electricity consumption and carbon emissions lie in developing new technology and way to design our buildings and explore opportunities beyond the building envelope. In this regard, we encourage the industry and academic sectors to carry out more researches for the local context and we are also organising an ‘Advancing Net Zero Ideas Competition’ in order to solicit practical ideas to overcome these challenges.
Another challenge is how to increase the number of existing buildings adopting Green building standards. Unlike new buildings, these buildings have existing constraints as the design were inherited
from the developers using a standard prevailing in the earlier years. Recognising this challenge, we have adopted the “better than before” approach in 2016. When ‘BEAM Plus Existing Buildings’ tool was revamped, we introduced the ‘Selective Scheme’ that allows building owners to pursue certification of improvement aspects, such as building management, energy use, water use, or others. Since then, it becomes more practical for the building owners to implement improvements in a step-by-step manner. In 2019, we further introduced the Volume Certification arrangement for existing buildings, through which property management companies managing multiple properties can submit their portfolios of buildings for Selective Scheme assessment in one go, thereby greatly enhancing the certification efficiency.
