There are now four assessment tools under BEAM Plus focusing on different stages of a building life cycle, namely Neighbourhood (planning), New Buildings (design and construction), Interiors (fitting out) and Existing Buildings (operation and maintenance). Through this comprehensive rating system, HKGBC strives to facilitate the way to transform Hong Kong into a greener built environment.


Along with HKGBC effort until this day, what is HKGBC role as an advocator and supporter of the Development Bureau, Environment Bureau and the Construction Industry Council in the Green building movement? How does it affect to the project development in Hong Kong? HKGBC has active interaction with the government bureaus and the Construction


Industry Council (CIC) to push forward the Green building movement. By working together, we are able to achieve the common goals of protecting our environment and improving the wellbeing of people of Hong Kong.


HKGBC is an advocator of Green building. This is a matter that requires a lot of public education, not only amongst the practitioners and the industry, but also amongst the building users and within the government. For example, in 2012 we initiated the HK3030 Campaign, a proposed roadmap for achievable energy savings focusing on the demand side of electricity. In 2019-2020, we submitted suggestions to the Council for Sustainable Development in response to its consultation exercise on Hong Kong’s long-term decarbonisation strategy. Recently, we are working on the Advancing Net Zero programme, aiming to drive the local building sector towards carbon neutrality. In this regard, HKGBC is now calling for entries to the ‘Advancing Net Zero Ideas Competition’.


On the supporting side, HKGBC is one of the government’s key partners in implementing the ‘2030+ Climate Action Plan’. For new buildings, we operate the BEAM Plus Green building rating scheme. Many of the government’s Green building initiatives are based upon BEAM Plus as the benchmarking standard. For existing buildings, we contribute to improving energy saving in existing buildings through our ‘ACT-Shop’ training programme. It features the involvement of building operation practitioners on the use of existing buildings as testing grounds to implement retro-commissioning (RCx) techniques. We then develop specialised RCx training and registration programmes to help increase the availability of RCx professionals in Hong Kong. This programme is well received by the industry.


As a long-term partner with CIC, HKGBC joins hands with them to develop useful tools and organise programmes to promote the Green
