LEEDS CITY COUNCIL LEADS THE WAY WITH SAFETY SCREEN POLICY


In a bulletin issued last month, Leeds City Council has taken the lead in announcing their intention to offer financial support to licence holders in their district who install protection screens during the current lockdown and subsequent re- laxation of those parameters by cen- tral Government. In light of Covid-19, Leeds City Council has quite seriously


excelled in their approach to assist- ing and supporting drivers in their ef- forts to provide safety and protec- tion for those who must work through this unprecedented time. With measures in place such as defer- ring compliance testing, to actively seeking new suppli- ers and manu- facturers of separa- tion screens, Leeds has demonstrated

their firm leadership in supporting their licensed drivers. In fact they have gone all out and re- affirmed their offer of 50% match fund- ing towards the installation of ap- proved screens up to £250. On top of that, they have announced a will- ingness to depart from normal policy of any such screens being approved only, and authorised the installation of “non-approved” sep- aration screens pen- ding approval. To be absolutely clear here, the fund- ing will ONLY apply to installations of


an approved


screen, which is why LCC is actively encouraging manu- facturers to submit their applications for approval. Until such time as there is such a screen, the council cannot pos- sibly be expected to take responsibili- ty for the suitability, safety or fitness of such products, and can therefore not be expected to be held accountable for any injuries or damage caused by them. Further, if the screen is not approved, then it will be expected to be removed once the


coronavirus threat has dissipated. Several other local authorities across the UK have made the same temporary provisions to allow installations; but so far Leeds City Coun- cil is the only one the NPHTA knows of to have gone that extra mile in the interest of driver and passenger safety. It is vital of course that the vehicle owner’s insurance company is notified and confirms they have no issues with the installations. Although the major- ity have been con- tacted in advance for a generic res- ponse to this, most companies have responded by con- firming that they have no issues since it is not a perma- nent fixture, nor does it affect the structural integrity

TEMPORARY PROTECTIVE SCREENS IN RYEDALE LICENSED VEHICLES


To reduce the Covid-19 infection risk, operators and drivers are permit- ted to install pro- tective screens bet- ween the front seats and the rear cabin area of their licensed vehicle(s). This is on a tempo- rary basis provided they meet the fol- lowing criteria: Screens must: • be clear, transpar- ent and capable of


58 being cleaned;


• be temporary and not have a solid frame to the screen;


• be fitted safely and securely by way of Velcro or other adhesive fastenings which can be removed from the vehicle when the screens are no longer required;


• be fitted in such a way so as to not


affect the struc- tural integrity of the vehicle, or interfere with any manufacturer fit- ted safety equip- ment e.g. airbags;


• only create a parti- tion between the front seats and the rear cabin area of the vehicle.


If any driver wishes to fit a temporary protective screen in their vehicle, they must:


• Notify the Licens- ing Team of their intention to fit a protective screen by emailing: taxi licensing@ryedale .gov.uk


• Agree to remove the protective screen within a maximum of 21 days after the cur- rent social dis- tancing restrictions relating to Covid- 19 have been removed.
