This Technical Support Document (TSD) is one of four such TSDs developed by the United States Sailing Association, through funding provided in part by the United States Coast Guard’s Recreational Boating Safety Grant Program for non- profit organizations.


This TSD was originally developed between November 2011 and January 2018 as part of the National On-Water Standards (NOWS) Program. Its contents were updated in September 2022 to reflect changes made to the American National Standard ABYC EDU-4 On-Water Recreational Boating Skills–Instruction.
