INTRODUCTION

This Technical Support Document (TSD) provides information that complements the American National Standard (ANS) titled ABYC EDU-4 On-Water Recreational Boating Skills–Instructional, often referred to as EDU-4, and went into effect in July 2022. Originally published in January 2018, EDU-4 was updated by ABYC (American Boat & Yacht Council) using its ANSI standards maintenance process and published in July 2022. Changes made to EDU-4 were incorporated within this updated TSD in September 2022.
This TSD is designed to be the first document education providers read as they learn about and use standards for on-water instruction in entry-level skills in recreational boat operation. It targets EDU-4 as the starting place for developing new or updating existing on-water skills-based courses or programs to follow the national skills-based standards.
This TSD includes information that helps ensure the instructional approach reflects key factors associated with high- quality instruction. It also identifies the specific skills to include to enable conformity with the standards. The intent is to help educators (course developers, instructors, trainers) design and deliver high-quality education and training that takes place primarily on the water and focuses on developing entry-level skills in the domains of Power, Human-propelled, and Sail recreational boat operation.
EDU-4 and this TSD are intended to be used in conjunction with the applicable domain-specific skills-based ANS and its corresponding TSD. See Figure 1 to understand the relationship of the four ANSs and their TSDs.
