Chile - Estelarbet signs SIS racing content deal SIS has signed a deal to deliver its round-the-clock racing content to Chilean operator Estelarbet, marking its debut in the country’s online market. SIS will provide its 24/7 live racing content to Estelarbet, which includes premium live UK and Irish horse racing, and international meetings from Canada, Dubai, Germany, Hungary, Latin America, Mauritius, Mexico, Saudi Arabia, Singapore, Spain, and the United States, as well as UK, Irish and Mexican greyhound racing.


Brazil - President-elect builds transition team Deputy Felipe Carreras has become part of President-elect Luiz Inácio Lula da Silva’s transition team, forming part of the working group that will refer issues related to tourism for assessment. According to those close to the new government, Carreras intends to promote the idea that Lula’s government may support pro gambling legislation as a way of increasing tax collection. Speculation is growing that the legalisation of gaming is seen by the government as a way to increase revenue for the government, create jobs and could be a boost to the tourism industry overall. Carreras’s appointment could be significant as he has been part of key negotiations as the gambling bill was drafted in its later versions in the House of Deputies and then served as a liaison to ensure that both houses could work on the bill.

Uruguay - San Rafael project gets go ahead Lawmakers have given the all clear for the reconstruction of the former Hotel Casino San Rafael in Punta del Este. The decision by the Maldonado Departmental Board authorised the construction of a 320m tall tower - which will be the tallest standing tower in Latin America if built. The authorisation comes after Egyptian investor Naguib Sawiris, an investor for the casino, had withdrawn from the project according to Italian businessman, Giuseppe Cipriani. Construction is expected to begin in six months time.

Te Chamber of Deputies has unanimously approved Deputy Marco Sulantay’s ban on the advertising of sports betting. Te ban was approved in general terms with 118 votes in favour, one against and three abstentions.


Te project proposes the prohibition of any contract between online betting platforms with sports organisations, whether professionals, clubs, associations, foundations, federations and others.


Te initiative establishes sanctions such as fines for offenders. It also stipulates that those who own shares in online betting companies must not be a part of the board of a sports organisation, whether professional or not.


Another article of the initiative prohibits the advertising and sponsorship of the platforms in relation to sport, “whatever the medium or support by which it is transmitted or published, and whatever the time or event in which it is advertised or sponsored.”


In addition, it prohibits the advertising of these platforms via jersey sponsorships and in any sports venue.


Chile has still to regulate online gambling with reports growing that a gambling bill could be put


forward next year. Despite the fact that it is unregulated the presence of online sports betting companies has grown considerably over recent years especially via sponsorship deals with top football clubs.


In October, Deputy Marco Sulantay was put in charge of getting the bill through parliament after the bill was passed by Te Sports Commission in the Chilean Chamber of Deputies.


Te bill will be drafted further in the Sports Commission before going to the Senate for approval. Sulantay said that he would ask the government to support the bill so that it is passed as a matter of urgency.


Currently, nine gaming is expressly banned under Chile’s gaming laws of 2005 with the exception of Interactive lottery and sports betting products offered by for Polla Chilena. Te state owned company operates and administers national lottery games including fixed odds sports betting game Xperto online.


Sports betting shops are not permitted under Chilean law and this means that sports betting games such as Xperto face fierce competition from offshore operators which are present in the market.
