OWNERS WALES AND SCOTLAND


The Club’s members cover the whole of the UK, and as our campaign efforts expanded in the last parliament, we have taken a much more active interest in the devolved assemblies. While Holyrood and the Senedd don’t have oversight of areas like tax, they do oversee completely independent planning systems, as well as running their own culture and heritage agencies.


In 2019 we launched two separate campaigns, for Welsh and Scottish owners focusing on their unique issues as well as taking our planning reforms to the Welsh Assembly and Scottish Parliament. We’ve also made a much greater effort to engage with Welsh and Scottish stakeholders, to build up our expertise and grow our influence.


Our Scottish campaign has slowly built throughout the year, on the back of the great success of our first Edinburgh show at the end of 2018. The influx of new members brought with it some great insights into the specific challenges faced by Scottish owners. We were able to find a strong supporter of our aims in Graham Simpson MSP, the shadow housing minister, who has helped us bring far greater attention to our campaign.


Graham spoke at the 2019 Scottish Listed Property Show and had a strong and productive discussion with members and with Historic Environment Scotland. He acted as the host for our first Scottish reception within Holyrood, that saw over a hundred members and a half dozen MSPs come together to discuss how the Scottish Parliament can help to support owners.


In Wales our campaign has taken a slightly different path, focusing initially on building relationships at the lower levels and creating productive channels of communication. We targeted conservation officers as a critical part of our campaign, as they brought the local expertise that the Club needed to build, and eventually were invited to one of their regional groups to discuss the Welsh landscape.


This opened doors for us within Cadw, the Welsh heritage agency, and has given us the opportunity to work with them and provide feedback on their work. We’re especially pleased to see Cadw being open to us and our members’ comments, and in their efforts to support owners as much as they can.


HOW TO GET INVOLVED


Our campaign is pushing for reform at all levels of government, but your backing is critical if we are to achieve real change. There are over 1.5 million owners in the UK, and if we stand together, we can make our voices heard at the highest levels.


The best way for you to contribute is to spread the word about the challenges listed building owners face. You can

write to your MP and ask them to join the APPG, or contact your AM or MSP and ask them to raise your issues in Cardiff or Holyrood.

Finally, we were invited to attend the Senedd Culture Committee by it’s chair, Bethan Sayed AM, and to give evidence about listed buildings for the on-going review of planning practises. The committee hearings have been pushed back into the new year, but this is still a great opportunity for us to support Welsh owners and champion improvements.


In the new year the Club will be running Listed Property Owners’ Forums around the UK, including in Wales and Scotland. We will be running various sessions with MSPs and AMs, and inviting local members to discuss the unique challenges you face.
