Giving 1.5 million owners a voice in parliament
The Club have continued working hard right to the end of this Parliament. In November we held three different events; a member’s reception on the House of Commons terrace with Heritage Minister Helen Whatley and APPG Chair Craig Mackinlay MP, and two events in Holyrood with Shadow Housing Minister Graham Simpson MSP.
The Club are starting to be seen as the definitive voice for owners, and our invitation to consult with the Ministry of Housing, Communities and Local Government on central planning policy is a major step forward and shows owners are now being taken seriously. Having the chance to put forward our policies to help owners is a huge achievement for the Club.
Our campaign has come a long way over the last parliament, seeing us growing from a relative outsider to an influential part of policy groups and attending ministries and committees. On issues like VAT and planning we now have a strong voice in government and are ready to push ahead with real reforms.
APPG ON LISTED PROPERTIES
The All-Party Parliamentary Group on Listed Properties has been a key part of our campaign efforts for several years. As the 2017 parliament opened the group was reconstituted, with Craig Mackinlay MP being re-elected as chair. The agenda for this session was set to focus on VAT and council resourcing, supported by the Club, and our members submitted evidence and attended sessions with the then heritage minister Michael Ellis.

The APPG on Listed Properties helps us to pressure government for change. You can support the group by calling or writing to your MP, voicing your concerns about listed buildings and asking them to join the group.

A major part of our work with the APPG was holding forums within its members’ local areas so constituents could come forward and share their experiences directly. We travelled across the whole UK, connecting MPs with their local owners and collecting evidence for change. As a result, the heritage minister voiced his support for tax reform and pushed for a direct dialogue with the treasury.
The APPG has been a successful venue for our campaign in Westminster, particularly as the route to primary legislation was blocked. The group will continue campaigning for VAT relief in the new parliament and we will be aiming to double the number of MPs in the group.
Craig has publicly announced that his goal for the APPG in the new year is to deliver planning reforms. The Club are already formulating an ambitious planning policy that we intend to launch at the first meeting, once the group reconvenes. We will be inviting other stakeholder groups along to consult and aiming to deliver a completed policy by the spring.
