should be enforced. Depending on the com- pany, I know it can be hard to get the dollars out of them given the nature of where we are. But they still have obligations.” Another question raised by

the well but we want to avoid that. The Orphan Well Association has a large inventory of wells. They do take a risk-based approach so they look at the portfolio, the age of the well, the type of well, where it is located, and that is how they determine which area they go to first. We take the highest risk ones off landscape first,” said Montgomery. Maintenance and weed cleanup on these

properties is another concern council has been grappling with. “If it is the Orphan Well Association, the wells

are in there, I think picking up the phone and having a conversation with them about those issues would be appropriate,” responded Montgomery.“If it is a company that still has custody of the well, they obviously have cer- tain regulations under your bylaws and they

council was around how they could tell who owns each well. “There should be signage on them who tells you who owns them. You should feel free to call AER (Alberta Energy Regulator) and say ‘there is a particular well and we want to know who owns it’and you

can have that conversation,”answered Montgomery. Council was more than willing to work with CAPP and saw it as a way to potential- ly solve many of the problems they have. “I think as municipalities we need to start

working with you and oil producers. There have to be some solutions to some of this. I don’t think it is, if some of these start fail- ing, but when they start failing,” said Coun. Brian Brewin, who also highlighted municipal taxes as a way to potentially lower costs.“To me, that is far bigger. The environmental hazard that can happen with some of these wells make municipal taxes look like peanuts.”
