Play equipment The clerk was waiting to hear froma group of residents about their ideas on raising funds for new play equipment. Cllr Day said he would be happy to help this group with suggestions for funding and installation. SmartmotorwayMP TomTugendhat had wri�en on behalf of the parish council to the Highways England’s director ofmajor projects, Peter Mumford, asking that noise barriers be installed in the East Street and The Paddocks area, which would benefit the properties in that area as well as the whole village. TheMP was pressing for a resurfacing of the whole carriageway with a lower noise surface. The projects teamsaid this was not in their
remit.Mr Tugendhat had asked the chancellor to give Highways England extramoney to do this work. GDPR The clerk had issued councillors with login details and passwords for their generic email addresses, which are linked to the new website. The Links TMBC had advised that if the current contractor stopped cu�ing the grass at The Links it would have li�le effect on the cost of the
contract.Asking the parish council to cut this area would therefore not result in any financial efficiency and no funding would be available. However this could be reassessed when the contract came up for renewal It was agreed that the clerk should contact TMBC to investigate the feasibility of the parish council taking on the cu�ing of the grass long-term. Fly-tipping There had been no incidents recently, but Cllr Short commented on the amount of cans which had been disposed of in St Vincent’s Lane. The clerk had asked TMBC if the parish council could put up a sign in St Vincent’s Lane warning about fly- tipping. Jet garageAn appeal had been lodged against the original enforcement notice regarding themobile cabin and toilets. The clerk was asked to find out what action would Enforcement would now be taking.A query about rats on the premises had been investigated, and the site had a pest control contract with a reputable company. Some rodent activity had been determined but the company had visited recently this was being addressed. Highways The standing light on the island near the junction of the A20 and Trottiscliffe Road was still not working. The clerk had reported this several times and the portal was suggesting it had been fixed. The clerk was to report the three potholes at The Clearway end
of Sandy Lane. Bus times Despite promises fromArriva that the new timetable would improve waiting times for buses at Tro�iscliffe Road this had not been the case. It was agreed tomonitor the situation. Speed reduction The clerk had wri�en a strong le�er of support to KCC for a reduction from50mph to 40mph from Brickfields to theWrothamside of the Tro�iscliffe Road/Church Road crossroads. However,members were disappointed to hear that the road did not fit the criteria for a 40mph limit. County Cllr Sarah Hohler was still pressing for this change. Oak tree The clerk would ask Neil Moulton if he could inspect a growth on the trunk of the old oak tree on the village green.
Kings Hill
Local Plan Two residents had raised concerns about the lack of information about the Tonbridge andMalling Borough Council’s Local Plan for those who were not on socialmedia. The chairman explained that the limited information in The View fromthe Hill was due to print deadlines and the information available at that time. Later in themeeting it was agreed to communicate the plan to residents via printed leaflets, posters and flyers. Councillors could give out leaflets in areas such as Liberty Square or David Lloyd to raise awareness. Walk leaflet It was agreed to approve and publish the community walk leaflet and to investigate a historical walk. Fireworks Cllr Steel asked the parish council why it had advertised the Kings Hill School firework night but not the one at the Discovery School. The clerk explained that there had been no request for publicity fromthe Discovery School.
Leybourne
Policemaers Cllr Hogwood informed the council that there had been a bad accident on theA20 at the entrance to The Chase. It had been recorded by the police. Football clubAmeeting had been held with CDT regarding the potential lease or renting of the pitches,meeting roomand pavilion. It was agreed that this would need a business plan. Cllr Harrison would gather information and put forward a proposal. Village hallA quote for electrical work on the village hall and for Christmas lights next to the village hall came in at £792.97 plus VAT. It was proposed that the quote was split into hall work and Christmas work and the quote be accepted. This was agreed. GDPR The parish clerk said councillors should speak to DesignMagic if their generic email addresses were not working. It was agreed to appoint Satswana as data protection officer.
Mereworth
PCSO Jack Bridgerwas no longer the PCSO and had been replaced by Dylan Mcelligot,whowas not in a�endance. Tathams Cllr Balfour referred to the planning application for Tathams in WillowWents and his concerns that TMBC had not taken into account the parish council’s concerns about access and traffic. The planning permission had been refused and the applicant could take it to appeal or submit a newapplication. School The parish council had had a meetingwith the school regarding the parking issues and it had been agreed to progress the drop-off zone in the lay-by outside the school, the cost ofwhichwas over £4,000. Cllr Balfour said hewould be happy to helpwith some of the costs. Repairs Kentish Stone had quoted £75-90 for pressurewashing the church bench. It was agreed to accept this quotation and to ask that the seat be oiled afterwards. To repair and repaint the seat at the bus stop opposite the school gateswould cost £200-225. Thiswas agreed, but itwas thought the seatmight belong to a resident,whowould be contacted for permission to carry out the repairs. The quote to sand and repaint thewooden gates on The Streetwas £375-400. This was also agreed. Lay-by parking Kent Highways had confirmed that theymaintained the lay- by but did not own it. The landwas not registeredwith the Land Registry. Itwas felt that if the parish council or the church owned the land then no parking notices could be installed and enforced. The clerk said thismight require a traffic regulation order. Itwas felt that parking bollards were a poorway of preventing parking and that the use of the pavilion car park was a help during church events. Village fete Organiserswere required and itwas agreed to contact some possible candidates. Itwas felt this should be down to the church and the village hall, as theywere themain recipients of the funds raised.

Blaise FarmCllr Balfourwas surprised at howthe site had deteriorated.An action planwas supposed to contain remedial actions for issues such as holes in the roof and broken doors. The sitemanagers and the EAwere at fault for not keeping on top ofmaintenance. One residentwas told by the EA that a delivery of compost had been hanging around for days and imported the fly problem. The EA had dealtwith this. The parish councilwould monitor the action plan. Villagers should report any problems to the EA. Itwould be necessary to quantify the timeline for the actions. Scout camp Two representatives of the Scouts addressed themeeting, speaking about the QuestActivity Camp thatwill take place atAshtree FarminMay 2019. The farmwas providing camping
