Broadstone Neighbourhood Forum Update
May I wish everyone a happy and peaceful New Year and hope you all enjoyed the Christmas festivities.
The consultation on the Neighbourhood Plan ended on 22nd December. The Council will very shortly be forwarding all responses to our examiner if they have not already done so. We look forward to receiving his report and recommendations in early February, and if positive, we can expect a referendum in the Spring, possibly prior to our Annual General Meeting on Thursday 22nd March. We should also know well before then if our application for status renewal has been successful. Naturally, we will keep everyone informed of progress.
In our renewal application we set out our programme for the next fi ve years. The fi rst task is to hold a review of the plan area and its boundary, an essential activity that needs to be carried out at the earliest opportunity. Part of the review will include a six week consultation period, which we plan to launch at our AGM.
We are also preparing some changes to our constitution to enable us to manage the Community Infrastructure Levy funds which have been accruing since the Neighbourhood Forum was established in February 2013. At present we receive 15% of the money a developer pays to the council to offset some of the impacts a development might have. Should our Neighbourhood Plan gain support in the referendum then that proportion increases to 25%. This money should be used to improve community infrastructure, whether it be the provision of new play facilities for children, new planters in the Broadway, improvements to our open spaces, or larger schemes designed to ease congestion and improve people’s experiences in the Broadway. changes that need to be made to the constitution will be published in next month’s update. Approval at the AGM will pave the way for Broadstone’s community groups to develop appropriate schemes and apply for funding.
During previous consultations it became clear that there was very strong support for the creation of a masterplan for the central area of Broadstone. We propose to begin work on this as soon as we possibly can. Establishing the relevant partnerships will be a key priority, but as has been stated in the past, nothing can be achieved without community support and signifi cant capital investment. In the fi nal analysis, whatever ambitions we might have, the masterplan must be deliverable otherwise it is worthless. The goal is a thriving centre with a high- quality environment full of vitality, which people can access with ease and in which they feel both welcome and safe.
