18 News FOLLOWING a successful
trial, St Davids Library is set to open permanently on Saturday mornings – thanks to its dedicated team of volunteers. Based in the City Hall, the
library will remain open on Saturdays between 10am and 12 noon, in addition to its regular hours on Tuesdays and Thursdays which are run by library staff. Cllr Elwyn Morse, Cabinet
Member for Culture, Sport and Leisure, said he was delighted with the arrangements. “The six-month trial was very
popular with the local community, and so we are delighted to confirm that Saturday openings are here to stay,” he said. “We are very grateful to the
volunteers and it is because of their enthusiasm and commitment that we can continue to provide this service. “The County Council is also
very appreciative of the support from St Davids City Council in enabling us to provide this important community resource.” He said weekend hours are

local people and visitors to continue to make the most of the library,” he added. St Davids Library - which is the
smallest library in Pembrokeshire - provides a selection of fiction and non-fiction books, DVDs, large-print and audio books, and IT services.

• Dyfed-Powys Police precept increased THE DYFED-POWYS
POLICE and Crime Panel has agreed a precept increase to enable plans to re-invest in CCTV and lead to improvements in HMIC gradings. The panel met last Friday (Jan
27) to discuss the proposed precept put forward by Police and Crime Commissioner Dafydd Llywelyn. He said: “My decision to ask
for an increase in the amount of money our communities pay towards policing was not made lightly. “The precept agreed by the
Police and Crime Panel equates to an additional 27p per week, per household, for an average band D property. This band D tax will be at
a level that is 6.9% higher than the 2016/17 level and is 1.55% higher than the 2014/15 level. “This increase in budget will
enable me to move ahead with my plans to re-invest in CCTV across the counties, as well as enhance the service provided to our most rural communities. It will also go towards implementing required improvements in order to improve the HMIC gradings for the force, a significant challenge but a priority for myself and the Chief Constable. “The consultation I undertook
at the end of last year confirmed that our communities are willing to pay more for policing. The majority suggested they were in support of
an increase of up to 5%, with some willing to go to 10%. “I am very aware of financial
demands our communities face and have done my best to keep the increase to a minimum. The increase means that the communities served by Dyfed-Powys Police continue to pay the least for their local policing, when compared to the other Welsh forces. “In light of a freeze on precept last
year, a cut of 5% in the previous year and the continuation of cuts to police budgets nationally, no increase was not an option. I will use every penny of this increase to ensure that we continue to do everything possible to keep our communities safe.”
APPEARING before court on
Thursday, January 26, a Glynneath man was charged with the theft of items that he was caught wearing - with the price tags still attached - by the police. Richard Rowe, aged 57, of High
Street, was charged with theft from a shop to the value of £15.98 and failure to surrender to Haverfordwest Magistrates’ Court at the first given opportunity on September 20 last year. Rowe pleaded guilty to the
charges. Prosecuting, Sian Vaughan said that whilst in Tenby, Rowe was caught on CCTV by the owner of the shop Equinox stealing a necklace to the value of £8.99. The shop owner then contacted the
police who found a man of the same description still in the Tenby area. Wearing the stolen necklace - still
with the price tag on it and with a t-shirt in hand - Rowe was detained.

Extra hours for St Davids Library Fine for Tenby theſt Upon contacting the shop in which
the necklace was from it was revealed that Rowe had also stolen the t-shirt, which would have cost £6.99. Defending Rowe, Richard Morgan
said that he had been drinking before entering Equinox and the alcohol had influenced his decision to steal the items ‘of relatively low value’. Mr Morgan then went on to say
that Rowe had failed to appear in Haverfordwest Magistrates’ Court as his father was chronically ill and later passed away, saying that Rowe was also not in good health himself. Rowe has a history of theft with
a number of convictions; however, his last conviction for theft took place in 2000, Mr Morgan added. Magistrates fined Rowe £80 for
the theft of the two items, £50 for the bail offence, and ordered him to pay £85 in prosecution costs and a £30 surcharge.
