This table has been compiled using data from the 2009/10 Crime in England & Wales report and for prior years tracing back to 1997, when the Labour administration began, coinciding with the accelerated focus on performance targeting in the police service.


The yellow columns denote the introduction of the Home Office Counting Rules and the National Crime Recording Standard, both of which had a distortive effect on crime statistics thereafter.


Trends can be identified in acquisitive crimes such as Robbery, Vehicle Crime, Fraud and Forgery, and also in Criminal Damage reporting. All of these offences have risen and fallen in line with the introduction of “False Reporting” policies, and the alternate use of evidential and prima facie crime recording methods described earlier in the report. Notes explaining offence changes through the years appear on following pages.
