Jesús Rodríguez Dávalos is the founding member & Senior Partner of RDA since 1995. Mr. Rodriguez´ experience in strategic legal, business development, governmental, political and cross-cultural

matters has allowed him to identify and leverage opportunities on behalf of clients within rapidly evolving regulatory and policy frameworks. He has led several large scale Power Generation Projects throughout Mexico (IPPS, self supply, small producers, and several other different technologies), as well as the largest natural gas and LP Gas transportation projects (more than 2,000 kms of transportation pipelines built since 2000). Proven experience in successful E&P multiservice contracts and incentive agreements negotiations with Pemex. His experience through all these years has leveraged extensive upstream and downstream projects’ knowledge with insights into the Mexican regulatory framework, and several projects’ successful development and implementation.

Mr. Rodríguez has positioned RDA as a trending energy law and consulting firm focused on the oil, gas and other areas in the energy sector. He works with highly experienced lawyers and consultants who have also participated in several energy projects (most of them “first of a kind” projects), such as Mexico's only cross-border LPG transportation pipeline, the negotiation and execution of the first interconnection agreement to the Pemex´ LP Gas pipeline, execution of NAESB agreements for power generation companies, IPPs and natural gas LDCs in northern Mexico, as well as the negotiation of the Operating Balance Agreement for the first operative SWAP of natural gas in Mexico. Notable Legal Work

Among the most notable legal work, RDA lawyers formed the leading group of the project Los Ramones Natural Gas Transportation System, which is the largest natural gas transportation system in Mexico. A 1,021 km long pipeline project meant to transport imported natural gas from the United States of America (USA) to the centre and west of the country. RDA also participated from a legal, permitting and commercial negotiation standpoint in the project to close one of the world's largest landfills, the 927-acre “Bordo Poniente” Landfill in Mexico City; a project that will stem the city's largest source of greenhouse gas (GHG) emissions, while creating renewable energy and local jobs.
