Oliveira’s removal comes as a surprise 
as he performed an active role in the

sation of the gaming industry in Macau 
in 2002.
He is widely considered a top expert 
on gaming related legal issues and his 
work was held in high regard by former 
Chief Executive, Edmund Ho Hau Wah.
New additions to the commission 
are the Secretary for Administration and 
Justice, the Secretary for Transport and 
Public Works and the head of the Chief 
Executive’s office, plus one other repre-
sentative from that office.
The government has not explained 
why it decided change the composition 
of the commission or the rationale be-
hind it. 
No consultation
The number of members of the new 
commission has increased from six to 
eight and the Chief Executive remains 
its chairman.
The Secretary for Economy and Fi-
nance and the Director of the Gaming 
Inspection and Coordination Bureau 
also remain on the commission. A rep-
resentative of the Secretary for Security 
also stays onboard.
The new commission will be re-
sponsible for conducting research into 
the gaming industry and drafting poli-
cies, while being in charge of moni-
toring the sector, as well as proposing 
guidelines for the industry. One major 
change is that the new body no longer 
includes a consultation committee.

officially established a consultation 
committee chaired by the Secretary for
