It is hoped the practical concerns don’t detract from the philosophy and belief change underpinning the proposals. “The discussions we’re having aren’t just about sizes of pitches and sizes of teams, it’s also about bringing alive the philosophy from The Future Game document,” explained The FA’s Head of Elite Development.

The Future Game document is the FA’s Technical guide to young player development with two versions - elite and grassroots -launched in 2010. The guide, along with the player and coaching pathway, are the three key areas that Levett and Southgate believe are essential to triggering a culture change. Southgate believes that any change will require coaches to be strong in their beliefs.

“Coaches who want their players to play out from the back and take players on, must not lose heart if they lose games in the short-term. If they believe it’s the right thing to do, they’ve got to keep doing it whatever the reaction of the parents or opposition. There will always be someone who turns up and wants the ball played forward early and who just wants to win the game, but I don’t think that should stop people doing what they believe is right by playing good football.”

Proposals include recommendations for both the boys and girls game

Proposed changes will not eliminate competitiveness from the game

“We already have professional club’s that play on smaller pitches and certainly they don’t talk about league tables when they talk about their development teams.

They’re in the profession of winning, but when they’re developing their players they don’t talk about winning, so if it’s right at the high end of the game then surely it must be right for those of us that are involved with junior clubs that aren’t professional.”
