The Calp Town Council starts a campaign among foreign residents to update the census
Calp’s Town Council has started an update campaign regarding the local census aimed at foreign residents. Last April, the INE (National Institute of Statistics) suggested the Town Council the figure of 19,006 inhabitants in the census, which is 12,000 inhabitants less with regard to the figures managed by the Town Council.
The Town Council reckons that almost 11,000 foreign residents do not appear in the INE because they haven’t renewed their registration in the local census, since by law, any Community resident registered in the Central Register of Foreign Nationals or any non-Community resident with a long term residence permit must renew his or her registration in the census every five years and the rest of foreigners, every two years.
In order to update their registration in the local census, they must go to the Oficina de Atención al Ciudadano, located in the ground floor of the Town Council, and provide their residence permit and/or passport. If their address has changed from their last registration, they must provide a supporting document of the new address, which could be the deed to a house under their name, a utility bill to their name (IBI, electricity or water) or an updated lease contract.
Failing to renew the registration to the local census implies the initiation of administrative proceedings which could conclude in their removal from the census registration, which involves losing any rights as a citizen of the town.
The local census is the administrative register where all the citizens of the town are listed. Its creation and revision is carried out by town councils. The census’ aim is to take into account and identify the inhabitants of a town in order to provide such town with public services (health centres, beaches and parks’ maintenance, local facilities, education centres, public transport, etc.) suitable for the amount of population.
Spanish law forces each Local Administration to provide, on a mandatory basis, specific local services, so that the more inhabitants the town has, the larger the number of compulsory services. Therefore, the basic purpose of the Local Census is to become a tool for designing and planning local policies and services, as well as serving as a basis to create the Electoral Census. Through the census, a person becomes a local citizen, and thus may benefit from the rights implied as such.
