Getting to Know: Andy Powell, DATIA Board Treasurer
Tell us about your company and your current role there. NCI—Nursing Corps is
an occupational nursing company that specializes in providing on-site treatment of work related injuries thereby reducing employer’s OSHA recordable and lost time injury rates and reducing off-site medi- cal visits. Te on-site nurses also provide medical testing services that may be required by OSHA and/or the employer (i.e. drug testing, respirator fitness evalua- tions, blood heavy metal monitoring, etc.), again reducing the cost of off-site visits. As Director of Operations, I have the responsibility of managing the 34 sites we currently have in operation, and the nearly 200 full-time and part-time employees in 16 states. Tis year we are excited to celebrate our 25th Anniversary!!
You have a major role in helping to establish drug and alcohol testing guidelines for contractors in the oil and gas industry. Tell us about these efforts (who you’re working with, successes so far, the ultimate goal, etc.) ExxonMobil and ConocoPhillips, both DATIA Members, approached the DATIA Board of Directors about working with the Oil and Gas Industry associations Interna- tional Petroleum Industry Environmental Conservation Association (IPIECA) and the International Association of Oil & Gas Producers (OGP) to develop contractor substance abuse compliance guidelines. ent “requirements” for compliance and the contractors face extreme complexity in maintaining compliance with the different substance abuse contract requirements. Cre- ating a global oil and gas industry guideline with which contractors can comply, and with which owners/operators can monitor, creates a mutually beneficial outcome that we are trying to achieve. It has been a slow, but steady, process, and we have had great support from our members, industry ex- perts, owners/operators and other industry trade associations. We are looking forward to wrapping this project up in 2015.
What is the most difficult issue surrounding the creation of these guidelines? Without a doubt, the most difficult issue is addressing international testing. As you can imagine, every country has their own specific laws/regulations regarding drug and alcohol testing. Trying to create a single guideline that meets all the international laws/regulations, while also maintaining the overall integrity of the process, is challeng- ing. We have to recognize and address the challenges, for example, in some parts of the world, that consequences for positive test re- sults are as severe as flogging or even worse. Te Oil & Gas Commitee members as well as the owner/operators are very sensitive to the possible consequences of positive test results in foreign countries and are puting exceptions in for these circumstances.
In your opinion, what do you think is a resolution to this issue? Te resolution is simple: combine expertise and experience with exceptional teamwork. Te Oil & Gas Commitee has done this by recruiting industry experts from around the
globe and by geting nearly every owner/ operator to commit to working together in order to achieve the common goal of creat- ing a global oil and gas industry guideline with which contractors can comply, and with which owners/operators can monitor.
FUN QUESTION: We hear you love a good game of golf. Tell us about your best game! My most memorable round is not my best—far from it. Coincidentally, it was at a DATIA Conference about five years ago. Every year, Phil Dubois, the current DATIA Chairman ,and I used to play Board Member Dan DiTomas and Lisa Hess for our own litle DATIA champi- onship. If you know Dan, it was always a pleasure beating them and we were miser- able if we lost. We were down one with 2 holes to go—thanks to Phil. I was having a bad day. Dan was quite certain of their impending win and made sure we all knew about it. Phil hit two great shots on 17 and we tied them up. Te 18th hole was a short par-5. We hit our third shot about 15 feet from the pin. Dan and Lisa were just outside of us and the two puted for par. I made the birdie put, made Dan sick-faced and we won. Since this was the last time the 4 of us would play, Phil and I officially retired as DATIA Champions! ❚
