When September 2013 arrived and 20% of the least advantaged two year olds became legally entitled, we were delighted with the

This trajectory, has of course, continued and this summer we have exceeded the initial 20% target of 130,000 children at any one time accessing their early learning. Brilliant! And this of course means many more children have benefitted, as they grow up and receive their three year old funding, more two year olds enter the programme. By far the greatest contribution to success so far has come from all the providers who have opened their doors to funded two year olds.

They have done this by remodelling their businesses, changing staff rotas and timetables, and releasing vacant or additional capacity into the market. In doing so, they are playing their crucial part in early identification and intervention. We cannot thank them enough.


over 100 provider roadshow events for schools, childminders, children’s centres and group providers - all designed to promote the two year old offer and look at how it can be best delivered. We also identified that whilst our networks have been terrifically effective, some in-depth days on single topics would help too. These have been wonderful and focused on issues such as marketing and communications, large-number place development, IT systems, childminding, and schools. All the outcomes from these activities are posted on our Knowledge-Hub site.

Now that Autumn 2014 is upon us, and A2YO is in its final year, we are more focused than ever on what needs to be done. Whilst I think there is still untapped capacity in existing provision, there is no doubt we need more places in all areas of the sector. The government has done a great job of promoting schools as an option, and they do share our commitment to see a vibrant mixed economy that includes the PVI, children’s centres and childminding sectors.
