Major wins for city


We are delighted to report the positive strides your Chamber has made in providing the best possible platform for retail in Glasgow city centre. The positive vote to launch a Sauchiehall Street Business Improvement District (BID), winning free late-night parking, and the establishment of the City Centre Retail Association (CCRA) under the chairmanship of Paul Mitchell, General Manager at House of Fraser, are all important retail wins. Work is now underway to get the Sauchiehall Street BID up and running from April. It will bring business together on a plan to improve the non-pedestrianised section of the street that has become a centre for entertainment. January started in the right


direction with free parking after 5pm at city centre car parks at Buchanan Galleries, St Enoch’s Square and Concert Square. We also warmly welcome the launch in


November of the new City Centre Strategy and the City Council’s establishment of the City Centre


team to champion the strategy. We have also been vocal about the benefits of a possible City Deal for Glasgow city – made up of Glasgow City Council and several of the surrounding local authority areas. The City Deal announced in the Chancellor’s


Autumn Statement is good news. It will allow the city to earn back money invested by councils in economic development that have generated income tax, corporation tax, VAT and PAYE contributions for the Treasury. A City Deal would mean a portion of the taxes generated by those investments would come back to the city region. Glasgow Chamber supports the City Deal proposal for three reasons: it creates a clear incentive for local authorities to invest in projects, such as transport and skills, leading to


economic growth; it requires a very disciplined approach to project selection which emphasises those most likely to lead


to that growth; it encourages local authorities to work at a regional level, bringing forward the most

beneficial projects. If the experience of Manchester, where the City Deal involves infrastructure investment of £1billion, is anything to go by, this could be very significant in helping to deliver the priorities set out by Glasgow Economic Commission and the Glasgow Economic Leadership Board. However, not everything is as positive as we


would like, given the Scottish Government’s decision to take over ownership of Prestwick Airport. We understand the desire to preserve jobs in Ayrshire, but we have asked the Government the following questions on the implications for the strategic position of the management of Glasgow Airport: » What impact will the Prestwick acquisition have on air route marketing support at Glasgow Airport? » How will the move affect plans for improving surface access to Glasgow Airport? » What impact will it have on the ability to share commercially confidential information with Scottish Government officials? » Given that the Scottish Government has taken a role in central belt airports, on what strategic basis are they going to proceed? Access to markets is the major issue for us. It is almost impossible to overstate the importance of physical transport links to overseas markets. Direct air links are important to key markets and to hub airports. This issue is vitally important to the Glasgow business community and to the economic prospects of the city region’s economy. It is an issue on which we shall continue to press.
