director of the Arcus Foundation, became assis- tant deputy secretary for the U.S. Department of Education’s Office of Safe and Drug-free Schools. ( Jennings’ own experiences with bullies have been well publicized; he so dreaded his tormentors that he refused to return to school on the first day of 10th grade.) Working with NAPT and others, Jennings
oversaw the development of the first exten- sive anti-bullying program, which is available at
www.stopbullying.gov. Te site includes comprehensive strategies to talk about, assess and prevent bullying, engage youngsters in the process, develop policies and rules, organize events, train educators and bus drivers, and
work with the community. “Tat’s not to say some individual school
systems and states weren’t aware and attempt- ing to do things, but there had not been a broad-based effort until about five years ago. What Kevin did was make the education hier- archy aware that the bus is an extension of the classroom,” Martin says. Dr. Linda Bluth, a past president of NAPT with 32 years of experience in special needs transportation, also praises the federal efforts. “Sometimes it’s hard to find free materials on
many topics, but there’s a tremendous amount of free information on bullying. Tat’s a very important point,” she insists.
