Five casinos in South Africa are facing a two per cent tax hike being labelled as a ‘sin tax’
Casinos in South Africa’s Western Cape have been hit with what ministers are calling a sin tax; a two per cent tax increase that will equate to about R25m extra in tax a year. The five casinos in the region are GrandWest, operated by Sunwest International, Caledon Casino, operated by Century Casinos, Casino Mykonos, owned by West Coast Leisure, Garden Route Casino and the Golden Valley Casino, run by Worcester.
The market boasts some 97 tables and 3,767 machines. According to an amendment to the provincial legislation, which governs gambling and racing in the province, a flat two per cent tax rate increase will be applied to each of six revenue categories. The Western Cape
Southampton bids
welcome in April Southampton council in the UK is finally pushing on with the legal process of awarding one of the new ‘large’ style casino licences, which it believes will be the ‘cornerstone’ of the keenly-awaited Royal Pier project, which the council chiefs wants to use to reconnect the waterfront with the city centre. Casino applications will be welcomed from April and evaluated from August onwards with the process of selecting an operator likely to take a year- and-a-half. A large UK licence, which has so far only been developed by Aspers in Westfield, London, allows for up to 150 slots with a top pay-out of £4,000. The council see the casino as being pivotal in kick- starting the £450m redevelopment at Royal Pier, which it hopes one day will boast two hotels, restaurants, luxury flats and an indoor arena. The council believes the ‘large’ gaming floor could results in annual taxation for the local government of £1m.

A casino that earns R14.2m or less per annum will be taxed eight per cent on each rand of taxable revenue. Where a casino’s taxable revenue is between R14.2m and R28.4m, its tax will jump to 10.5 per cent from 8.5 per cent, while a casino generating R71m or more will liable to pay 19 per cent, up from 17 per cent. The taxes will come into effect as soon as Premier Helen Zille signs the bill into law.
Finance, Economic Development and Tourism MEC Alan Winde, commented: “The additional taxation that will accrue as a result of the proposed amendment will add an additional R25m per annum to the Provincial Revenue Fund.”
