This accreditation framework will also ensure consumer protection, which is of utmost importance so confi- dence in the scheme remains high. This is crucial to the scheme’s success as due to the Green Deal’s unique finance mechanism, public response and engagement will inevitably have a huge effect on take-up.


Energy Company Obligation (ECO) The Energy Company Obligation (ECO) is also set to replace existing obligations, the Carbon Emissions Reduction Target (CERT) and the Community Energy Saving Programme (CESP), when these end in December 2012. Although ECO is an entirely new scheme, it does share fun-


damental mechanics with CERT and CESP – encouraging energy companies to meet targets through actions to improve efficiency. With a strong focus on properties largely ignored under previous schemes, such as solid wall homes, ECO will benefit lower income households and support the supply poten- tial of the next most cost effective measures. In other words, ECO will promote innovation and investment within the supply chain, drive down costs and ensure all consumers can improve their homes and benefit from the Green Deal. One of the major challenges for the ECO and Green Deal is


the changing nature of the types of measures that will need to be delivered. While CERT focused on delivering low-cost measures, and was consequently very successful at installing simple loft and cavity wall insulation, these measures are no longer enough. In fact, for the UK to be on track to achieve its carbon


budgets, 2.3 million solid wall homes will need to have taken up solid wall insulation by 2022 according to the Department of Energy & Climate Change. To achieve this, energy suppliers, housing associations, local authorities and private homeowners will have to buy into the Green Deal and truly believe that solid wall insulation upgrades will make huge improvements to a home’s thermal performance. Housing associations have been some of the first to embrace


the potential of the Green Deal, utilising high performance solid wall insulation products to upgrade the energy perform- ance of thousands of homes. This method is proving to be cost effective, while its speed and ease of installation reduces disruption to homeowners and ultimately transforms under- performing housing estates into low carbon communities. Solid wall insulation can clearly make an impact during


the thermal upgrading of energy inefficient homes. And with an expected growth of up to 60,000 jobs in the insulation sector by 2015, the benefits of the Green Deal will perhaps be much farther-reaching than the reduction of homeowners’ heating bills.
