SERVICE PAY AND ALLOWANCES


Top level analysis of the responses to the question on the impact of the pay freeze indicated that, overall, 85% of voters believed their family income had been affected to a greater or lesser degree by the decision. We then undertook a further analysis, shown at Figure 5, to compare responses from the commissioned and non-commissioned cadre to determine the depth to which each group had been affected.

While 29% of participants felt the Armed Forces had to take their share of public sector pay restraint and that the Government was right to impose a pay freeze on the Armed Forces, it was evident that the decision to impose a further two years of pay restraint was unpopular (Figure 6).
