X-FACTOR
Decisions on the X-Factor allowance will be taken by the AFPRB this year, as part of their five year review cycle. With this in mind, a series of questions were put together to allow to RAF FF to gather evidence from Serving and non-Serving family members on the aspects of X-Factor.
As part of the workshop and online survey, an overview of X-Factor provided an understanding of this complex element of pay, and clarified the many components on which this rate is determined. As well as establishing levels of awareness, we asked families their understanding of how the X-Factor is constructed (see Figure 9). 81% of voters did not know the levels currently paid to Regular and Reservist personnel, and it was of note that, during some workshops audiences commented that, as they now knew more about X-Factor, they were even more dissatisfied with their basic pay!
Figure 9:
“X-Factor does not adequately compensate for loss of a spouse’s income and pension contributions resulting from frequent moves.”
“The X-Factor levels out the pros and cons of Service life. It should remain, and remain at a significant level of basic pay for all regulars.”
“When I look at X-Factor I see a number of points that used to be key to enjoying a career in the RAF. All of these points are being squeezed, reducing incentives to remain in the Service”
“I am a strong believer in the X-Factor. I believe that if you can’t pass your RAF Fitness Test then you should have your X-Factor taken from you until you can.”
“I would happily give up the X-Factor to work at a permanent address and therefore give my family security in a location.”
“I have been forced to give up my successful career because I can’t get a job near enough to the base to allow us to see each other whilst my husband is on shift. Without this sacrifice our marriage would be under strain. X-Factor makes up for some of my lost earnings.”
