“FAIR”LY IMPORTANT MATTERS . …………………………………………..

FROM THE DESK OF Commissioner of Agriculture Adam Putnam

take

Each year, more than 50 fairs place in communities

throughout Florida. Our local fairs offer an opportunity for fun, food and fellowship, but they also reach more than five million peo- ple each year, providing valuable opportunities for Floridians to learn about agriculture. Florida fairs serve as an excel-

lent platform for us to showcase the finest Fresh from Florida pro- duce, livestock and poultry our state has to offer, while also

demonstrating how advances in technology are being uti- lized to make Florida agriculture and its commodities the most sought after in the world. Despite the economic down- turn many industries have experienced, Florida’s agriculture industry has emerged as the state’s economic leader, gener- ating more than $100 billion in economic impact each year and employing nearly one million Floridians. Continued mo- mentum will likely depend on our youth, and our fairs are a great way to cultivate the next generation of leaders. As a former member of 4-H and Florida FFA, I am espe-

cially proud of programs and events, like these, that provide valuable opportunities for our youth to celebrate the state’s rich agricultural future. Exhibits and livestock shows provide a tremendous opportunity for Florida’s youth to demonstrate their skills in agriculture and help our students develop im- portant leadership skills needed throughout life no matter what career they choose. Fair projects teach young people important business and life lessons, build character, and provide opportunities for students to earn money for college. Local fairs provide a unique setting for residents in com-

munities across the state to gather together and enjoy the state’s time-honored traditions. As we look forward to cele- brating the 500th anniversary of the discovery of Florida, I hope you will explore ways to make this a teachable mo- ment about Florida’s rich history and its extraordinary agri- cultural heritage.

“AMOUNT OF INDEBTEDNESS AUTHORIZED”

In Chapter 616 of the Flori- da Statutes, which governs public fairs and expositions, there is a specific section which concerns the amount of indebtedness fair associa- tions can incur. Specifically, Section 616.06 of the Flori- da Statutes provides: Any fair association may subject itself to indebtedness

or liability in an aggregate sum not greater than the limit stated in its charter or any amendment thereto, without regard to the value of its property. Any fair association may also subject itself to specific bonded or mortgage indebtedness, in addition to and without regard to its gen- eral powers or limit as to indebtedness or liability. Accordingly, when considering incurring an indebted-

ness, it is important to always refer to your association’s charter and any limits that may be placed on the associa- tion, except in bond financing or financing secured by a mortgage.
