BAS policy
The BAS will decide where the European boundaries are, based on common sense.
Consider the Society’s Objects: A. To advance the education of members of the public at large in the science and best practices of the breeding, rearing and care of alpacas within the UK.
B. To undertake and to promote research into: Alpaca husbandry; the improvement of breeding stock within the UK; and the improvement of the quality and means of processing of alpaca fi bre; and the exchange of information on all such matters.
C. To promote the general welfare of alpacas within the UK and the relief of suffering of those in need of care and attention by reason of being unwanted, mistreated or otherwise.
If the resolution was to be accepted we would
replace ‘UK’ with ‘Europe’. There is an argument that if the Society is made aware of a welfare case in Europe then it would be responsible under the revised Objects. That may well be true, but it does not mean spending Society funds – generally, we would look for simple solutions, continuing to operate as we do in the UK. We contact breeders in the area or the regional group or, in Europe, the country’s breed society and advise them. In doing so, we have complied with the Objects. Further information setting this out very clearly is available on the BAS website. There are 13 paragraphs detailing measures we can take to further the Objects if we so choose. With regard to the responsibility of educating members of the
public, this is already happening across Europe. BAS approved judges are working there but in a private capacity as they cannot have the Society backing outside of the UK – the current rules do not permit it. Any other responsibility bestowed upon the Society
by the Objects can be reasoned the same way. There is nothing in the Objects or the Articles that would commit the Society fi nancially to anything in Europe, including the UK.
Have we defi ned Europe? This was discussed at length by the Board prior to the introduction of this resolution. What is Europe? Is it the EU States or something else? Would some Russian Bloc countries be included? The Board decided not to defi ne Europe as any specifi c group of countries. This was primarily because the EU countries list alters regularly and appears to be a fragile concept that may disappear at any moment (or stay forever). The BAS will decide where the European boundaries are, based on common sense. Again, this is with regard to the Objects and where we apply them. There are some members that want to be specifi c over every detail but Europe is a fl exible arrangement and we can fi t in where we need to. Remember, we want to operate outside the UK and by limiting the range of that operation we will be forced to introduce further resolutions every time the world map changes.
