tenants wish the properties they occupy to reflect their own wider engagement with sustainability agendas.
Major tenants of single let buildings who are responsible for procuring their own energy supplies and who consume more that 6,000 megawatt hours of electricity, are required to register with the Environment Agency for inclusion in the UK’s mandatory Carbon Reduction Commitment (CRC) Energy Efficiency Scheme, designed to encourage organisations to develop energy usage management strategies. They should therefore be additionally incentivised to rent new buildings which have good carbon reduction qualities.
The costs of renewable technologies could prove more challenging for volume housebuilders to pass on to end buyers.
A Taylor Wimpey analysis, based on a 2008 UK average house selling price of £177,000, concluded that the additional costs of meeting Code Level 3 would be between £3,000 and £7,000, meeting Code Level 4 would be between £15,000 and £20,000, and meeting Code Level 5 would be between £27,000 and £35,000. (24) It will vary between properties, but estimates of the additional costs to build to Code Level 6 currently appear to be around £45,000.
Although the prospects for delivering new housebuilding post 2016 would seem to be decidedly uncertain at this time, the industry has five years in which to continue both to develop high performance renewable technology products and systems, and to introduce new innovations in these products and in buildings design, so that zero carbon buildings can truly be delivered on a large scale. The increasing use of
off-site construction methods should help drive down building costs as well as address the challenges of minimising embodied carbon.
Ultimately, the development industry does not have a choice as to whether or not low and zero carbon renewable technologies are to be included in new projects. The choices to be made concern which technologies, or combination of technologies, will best meet these targets.
