OPAP has a 71 percent share of the gaming market fol- lowed by the casino sector with 22 percent, state lottery with five percent and ODIE with two percent.
LAW 4002/2011 This law has given OPAP the exclusive monopoly for
VLT operation for a 20 year period from December 2000 until 2020. This agreement was extended to 2030 except for Stihima, Monitor Games and Go Lucky’s and online operations (until 2020). OPAP can fix the maxi- mum amount of the bet and winnings and may use up to 10 percent of the advertising space in the stadiums for free.
The 4002/2011 states that Greece will now host 35,000 VLTs which is defined in articles 25-54. The main points state that:
l OPAP will control pricing policy and there will be identical pricing for all VLTs
l Licence also includes online Random Number Generator games

01 At the end of November 2014, OPAP Chief Executive Kamil Ziegler explained to analysts on a conference call that OPAP had set a target of before the early second quarter 2015 for installation of the VLT machines to start their roll-out in the Greek gaming market. He said the company expected by that time to have been able to allocate the resources needed to proceed with the implementation in the most effective way. The company said it aimed to operate between 3,500 and 5,000 VLTs initially and to roll out all 16,000 by the end of 2015. The company has picked Italy's GTECH, U.S. company Scientific Games, Britain's Inspired Gaming and Czech-based Synot as its VLT vendors
l The operator and concessionaires will supervise the activities of each subcontractor.
l Each VLT will require an individual player card which is issued upon request to players over the age of 21. They are entered into a central computer.
l Minimum payout is 80 percent.
l Concessionaires are prohibited to sub, with or without consideration, the right to operate VLTs.
l Concessionaires will pay for the VLTs including Game Certification fees, Gaming Machine Certification fees and Premises Certification fees.
l The concessionaire may install VLTs in Certified Shops in type B and E and have the right to choose their gaming machines.
l Information on VLTs will include the name of the game, amount each time a player participates in the game, the result of last participation, amount of profit from participation, balance available etc.
