Insight BCN WORLD, SPAIN BCN WORLD COMPETITION ENTERS SECOND PHASE


The Government of Catalonia has announced the four successful applicants that have passed into the second phase of the licensing process for BCN World


On November 27, 2014, the Government of Catalonia, Spain, published the final list of companies that have been choose to enter the second stage of a competition to create the casino mega-resort of BCN World.


The Ministry of Finance approved the final list of four companies that have been accepted to participate in the second phase of the tender casinos in the field of CRT Vila Seca and Salou. According to the resolution published in the DOGC, the four business groups selected to be eligible for one of the four licenses for the installation and operation of the casino game are:


lGroup Perelada lProperty Development Limited Melco lBCN IR 3, SA (owned by: Veremonte and Hard Rock)


lBCN 2 Integrated Resorts, SA (owned by: Glory Holdings Limited and wholly owned by Melco- Veremonte)


According to the text of the resolution, the Technical Committee Casinos have seen, objective criteria, admitted that the four companies meet the requirements of the contest, provided the law 6/2014 of 10 June, amending Law 2/1989 of 16 February on tourist recreational centers, and establishing rules on taxation, trade and play passed by Parliament on 29 May.


On July 25, the deadline for submitting applications to participate in the first phase of the competition. The Ministry of Economy and Knowledge of the applications received five companies to participate. After analysing the documentation, August 6, the Technical Committee issued a provisional list of admitted. It also checked if they had been financially healthy enough to cope with a minimum initial investment of €300m for the operation of casinos and hotels and also for shopping and recreation or any activity that may complement the project. Final checks were made to ensure participants are not in any of the circumstances provided for in Article 3 of Law 6/2014, of 10 June, in criminal matters, or penalties breach of the regulations on the prevention of money laundering, and they are up-to-date in the payment of their tax obligations with the presentation of certificates and declarations of appropriate charge.


AN EXTENSION OF ONE MONTH On October 24, after analysing the information


received in response to the request for extension of time made by some of the applicants, the


Technical Committee agreed to grant a non- extendable period of one month to present pending documentation, according to the submission of the required documentation could lead to more complexity in processing.


Finally, the Technical Committee found that the applicants had submitted all the required documentation and on November 24 raised to the body calling the corresponding final list of admitted and excluded participants, according to what is expected in the first phase of the competition.


THE SECOND PHASE OF THE COMPETITION With the publication of the decision on November


27 and the final list of admitted and excluded, this terminates the first phase of the competition. In the second phase there will be the evaluation of the proposals submitted by applicants, which must be submitted as final projects. Thus, as provided by law, the contest will end with the award of up to four permits allowing for gambling casinos, one for each of the applications accepted.


The start of the second phase of the competition is linked to the approval of the Urban Master Plan (PDU) reorganisation of the field of tourism Recreational Center Vila-Seca and Salou. The new PDU should allow the implementation of new activities related to business tourism, conferences, conventions, trade and gaming and betting activities in the field of CRT. On 29 July, the Committee on Regional Policy and Planning of Catalonia decided to initiate the procedure. It is expected that the PDU is completed in the coming months.
