ARTICLE II Objectives


Mission: As the national governing body, the mission of the United States Figure


Skating Association is to provide programs to encourage participation and achievement in the sport of figure skating on ice, and particularly: H. To provide an equal opportunity to eligible athletes, coaches, trainers, managers, administrators and officials to participate in eligible athletic competition without discrimination on the basis of race, color, religion, age, gender, sexual orientation or national origin. To provide fair notice and an opportunity for a hearing to any eligible athlete, coach, trainer, manager, administrator or official before declaring such individual ineligible to participate;


ARTICLE XXI Prerequisites to Participation in U.S. Figure Skating Activities


Prerequisites. B. U.S. Figure Skating does not discriminate on the basis of race, color, religion, age, gender, sexual orientation or national origin.

55. ADOPTED – Exhibit B Amend Article XVI, Section 3, of the U.S. Figure Skating Bylaws (page 13) to move the Parents Committee from the Athlete Services Group to the Membership Development Group:


ARTICLE XVI Committees


Section 3 Committee Groups. U.S. Figure Skating committees are organized into four


committee groups: Group 1: Athlete Services: Athlete Development, Athletes Advisory, Coaches, International, Memorial Fund, Parents and Sports Sciences and Medicine.


Group 2: Membership Development: Collegiate Program, Membership, Parents, Program Development, Special Olympics/Therapeutic Skating and State Games.


Group 3: Technical: Adult Skating, Competitions, Dance, International Judges and Officials, Judges, Pairs, Selections, Singles, Synchronized Skating, Technical Panel, Tests and Theatrical Skating.


Group 4: Administrative/Legal: Audit, Compensation, Ethics, Finance, Grievance, Rules, Sanctions and Eligibility and Strategic Planning.


Coordinators of each committee group are nominated by the Nominating Committee and presented to the Governing Council for election.

56. ADOPTED AS AMENDED – Exhibit C Amend Article VIII, Section 13, and Article X, Sections 2 and 8, of the U.S. Figure Skating Bylaws (pages 7 and 10) to align the president’s term with the Winter Olympic Quadrennium.


ARTICLE VIII Board of Directors


Section 13 Vacancies. BA. Any vacancy in athlete positions on the Board of Directors will be filled by a vote by the athletes in the same manner athletes are elected to serve on the Board of Directors.


62 2013-14 COMBINED REPORT OF ACTION


AB. All vacancies occurring among the elected voting members of the Board of Directors, except other than vacancies in athlete members of positions on the Board of Directors, will be filled by an affirmative vote of a majority of the remaining directors.


C. A director elected to fill a vacancy will be elected for the unexpired term of their predecessor in office and may be elected thereafter to serve for the maximum number of terms allowed by these bylaws.


ARTICLE X Officers


Section 2 Terms. A. The president, will be elected to hold office for a term of two years and may hold office for no more than two consecutive terms.


B. Section 8 Vacancies. All vacancies in the elected officer positions will be filled by an

ARTICLE VII Delegates to the Governing Council


Section 1 Qualifications and Tenure. Delegates to the Governing Council: A. Must be registered members who are at least 18 years of age and be are qualified in accordance with the official rules of U.S. Figure Skating.


ARTICLE VIII Board of Directors Section 2 Composition and Qualifications. The voting members of the Board of Directors


consist of: A. The president, B.


The three vice presidents each representing a different section,


C. The secretary, D. The treasurer, E. The four group coordinators as specified in Article XVI, Section 3, F. Two coaches actively engaged in national or international athletic coaching of figure skating on ice, and


G. Three athlete members of the Board of Directors elected pursuant to Article XV, Section 4., who meet the definitions in Article XXII, each of whom must be: (i)


At least 18 years of age,


(ii) A registered member of U.S. Figure Skating, and (iii)Otherwise qualified in accordance with the official rules of U.S. Figure Skating.


H. In addition, those persons specified in Section 4 of this article and honorary members elected in accordance with Section 5 of this article will also be members of the Board of Directors.


I. Each voting member of the Board of Directors must be: (i)


At least 18 years of age,


(ii) A registered member in good standing of U.S. Figure Skating, and (iii) Otherwise qualified in accordance with the official rules of U.S. Figure Skating.


ARTICLE XVIII Composition of Permanent Committees


Section 1 General Provisions. A. Each permanent committee will consist of no fewer than nine voting members, however, the Rules Committee and the Sports Sciences and Medicine Committee may consist of no fewer than three voting members; and the Audit Committee, the Compensation Committee, the Finance Committee, the Grievance Committee and the International Judges and Officials Committee will be of such size as specified in Section 2 of this article.


B. The members insofar as practical will be evenly divided among the three sections.


C. Pursuant to the provisions of Article XVI, Section 2, of these bylaws, the chairs of permanent committees, except the Athletes Advisory Committee, the Audit Committee and the Finance Committee, will be appointed annually by the president to hold office for one year from the conclusion of the annual meeting of the Governing Council for that year or until their respective successors are appointed and assume office.


D. The members of permanent committees, except the Audit Committee, Compensation Committee, Finance Committee, Grievance Committee and International Judges and Officials Committee, will be appointed annually by their chairs to hold office for one year or until their successors are appointed and assume office. Said chairs may remove such members with the concurrence of the president.


E. The chairs and all members of permanent committees must be: (i)


At least 18 years of age,


(ii) A registered member in good standing of U.S. Figure Skating, and (iii) Otherwise qualified to serve in accordance with the official rules of U.S. Figure Skating.

58. REFERRED TO THE MEMBERSHIP COMMITTEE – Exhibit E Amend Article V, Section 4, of the U.S. Figure Skating Bylaws (page 4) to make any past or future ISU World or Olympic Champions honorary members of U.S. Figure Skating.


ARTICLE V Membership


Section 4 Honorary Members. A. A person elected as such by a vote of two-thirds of the votes cast of the Governing Council present in person or by proxy at an annual meeting for such terms as the Governing Council may specify in said vote.
