8. APPROVED the president’s appointment of Mark Ladwig to serve as a U.S. Figure Skating representative to the STAR Board of Directors. The term is for three years starting Fall 2013.
9. APPROVED the president’s reappointment of Scott Cudmore to serve a second three-year term as a U.S. Figure Skating representative to the STAR Board of Directors. Cudmore’s second term begins Fall 2013.
10. DID NOT APPROVE to put forward a U.S. Figure Skating member’s request that U.S. Figure Skating apply to the ISU for reinstatement of the member’s ISU eligibility as there is no organizational need at this time.

11. APPROVED – Competitions, Judges and Tests Committees Amend rules JR 1.04 (page 48), 1220 (B)(7) (page 95), and 1235 (page 96) and add new rule TR 1.11 (page 243) as follows:

TR 1.11 Electronic Devices Judges are permitted to bring to the officials’ stand an electronic communicative device during test sessions for the sole purpose of accessing official documents such as the rulebook and/or tests book. See also rule JR 1.04.

JR 1.02 Judges shall may not stand or sit together nor converse communicate with each other or with spectators or contestants while judging. They shall may not compare notes with one another and must judge independently. In addition, judges may not consult previously prepared marks during a competition.

4700 Dramatic Skate and Light Entertainment Skate Events Competitors who qualify for more than one level based on the test requirements must compete in the highest level for which they qualify.
Duties of the Event Referee B. The event referee: 7. Interprets rulebook and enforces provisions therein as it pertains to the event. 12. APPROVED – Competitions and Technical Panel Committees Add new rule governing the use of electronic devices on the officials’ stand for the technical panel as follows:
Members of the technical panel may bring to the officials’ stand an electronic communicative device for the sole purpose of accessing official documents related to the event, such as the rulebook, ISU Communications, ISU handbooks and USAid. This device may be used in “airplane mode” only. Anyone bringing an electronic device to the officials’ stand must notify the technical controller, who will notify the event referee if there is any abuse, which will then be reported in the referee report.
