HAE ISSUES GUIDANCE HAE has published a new document aimed at improving the safe use of LPG in the hire industry
HAE says that its new Code of Practice, entitled Safe Use of LPG: Portable and Transportable Equipment in the Hire Industry, is highly relevant to companies serving the construction and event hire markets. It is not intended to replace, or be substituted for, existing statutory regulations or other industry codes or documents issued by the Health & Safety Executive (HSE) or other regulatory authorities, but it is meant to be applicable to the many businesses who supply LPG in cylinders and with plant and equipment. Indeed, the Association says that its Code may go further than the minimum measures a business is required to take to comply with the law. Graham Arundell, MD of HAE and sister organisation, the Event Hire Association (EHA), says, “The Code of Practice is intended to make sure hirers are doing all possible to treat LPG in a safe way. Members asked HAE to devise a hire-specific document which they could use in conjunction with current legislation. This is part of our general desire to see safety remain a paramount consideration for hire industry, and to strengthen the overall range of codes and guides we offer to members as part of SafeHire.” The Code offers general information and guidance on how a supplier will need to operate to ensure that its hired plant and equipment is serviceable at the point of hire, and that other relevant information is provided to minimise the risk to the hirer and members of the public. It is intended be relevant to all hired LPG and associated equipment, ranging from a single device, like a barbecue, to semi-permanent fixtures, such as catering facilities used by a main contractor at a construction site. In the case of the latter, sections of the Construction (Design & Management) Regulations 2007 (CDM07) may apply.
Key elements of the Code relate to: the need for increased awareness of the potential hazards involved and the precautions
to be taken; guidance on appropriate British, European and international standards for equipment; advice on safe operating procedures; and the need for training, personal protective equipment, fire precautions, maintenance, examination and the testing of equipment.
Its scope is limited to the supply of LPG powered equipment which has a variety of uses and types. HAE says it is important to note that the Code excludes permanent and fixed LPG installations where cylinders and associated equipment are installed. It applies to, but is not limited to: gas cylinders; LPG catering equipment; LPG heating devices (for both air and water); mechanical devices such as fork lift trucks; connectors, regulators and hoses; and the use, handling, storage and transportation of these items. HAE says it is not just relying on the Code’s publication to help raise
awareness of the safe management of LPG, but is also planning a series of workshops for members in 2014. Gill Bridger, Operations Manager, says, “Publication of the Code is a really important step for the hire industry, and it complements the growing suite of advisory materials under the SafeHire banner. We also need to hit the road and meet members at their depots, and in regional events, to get the key messages across.”
Development of the Code has seen significant input from HAE and EHA members, the HSE, the Vehicle and Operators Services Agency, and Calor Gas. In addition, several equipment manufacturers and training organisations contributed. It is available free via the members-only areas of the two Associations’ respective websites, and non-members can purchase the document via the HAE Direct on-line shop.
